IFC is seeking to engage a vendor who will develop a Digital Land Bank Portal for the Kenya Land Commercialization initiative. The scope of this task will consist of the designing, development, testing, deployment and supporting of a digital land bank portal for the LCI.  In principle, it will be a data-rich repository web portal that will create a seamless experience for access to information on available public land parcels in Kenya for investors looking to develop agricultural land. The designed web portal shall be robust enough to manage data on land parcels available for utilization, provide search and retrieval capabilities for investors, offer options to express interest for queried parcels and capture investor details in the expression of interest. The platform will allow for: acquisition, management, and development of idle land to return the land to good, productive use; A seamless process of access to information for investors. The portal is expected to play a significant role in reducing bureaucracy and ensuring effective investor engagement which is critical to enabling private sector investments within the public sector. High-level functional requirements are provided in Appendix 1 of this Scope of Work (SOW).

The World Bank Group (WBG) will disclose or exchange certain proprietary and confidential information, and they desire that the recipient keep such information confidential, and use it only in connection with the following purposes: To participate in an RFP process whereby, Offeror will be given access to the relevant WBG internal “Official Use Only” or “Confidential” documents.  A signed Non-Disclosure Agreement (NDA) will be required prior to releasing the solicitation.  Parties will receive the NDA via email and will be required to return the signed NDA prior to receiving the solicitation documentation.
