The International Bank for Reconstruction and Development hereinafter referred to as “WBG” invites expression of interest from firms for the receipt of a solicitation for providing services for PROVISION OF A GRANT MANAGEMENT SYSTEM FOR EVALUATION CAPACITY DEVELOPMENT (ECD) INITIATIVE. 

BRIEF SCOPE OF WORK

Within the World Bank Group, the Independent Evaluation Group (IEG) provides evaluative evidence to help it deliver better services and results to its clients. Among its many services, IEG contributes to the WBG’s development effectiveness by fostering learning, accountability for results, and evidence-based decision making in member countries. One of IEG’s programmatic units, the Evaluation Capacity Development (ECD) Group, manages and promotes several initiatives.  In the fall of 2020 IEG ECD activities will be placed under the umbrella of a new broader evaluation capacity development initiative.  Under this umbrella ECD programs are expected to increase considerably.

In consideration of the increasing size and complexity of the programs in ECD, the ECD Group now wishes to acquire a centralized cloud-based system for management and administration of the new initiative.  The System to be acquired is expected to be a comprehensive one which manages the most important aspects of the grant lifecycle for both ECD and grantees, developing a high level of financial accountability (aka fund accounting) and outcomes reporting from grantees, enabling better planning and management decision-making, and ultimately providing a robust process to communicate the results of grantees’ activities meaningfully to stakeholders. The System will encompass three main functional areas: a) Financial Reporting (fund accounting), b) Results and Outputs Measurement, and c) Customer Relationship Management (CRM).

MANDATORY CRITERIA

1.1 Offeror must have at least three customer references for which similar service is currently being provided.

1.2 Offeror should have been in business for at least three years.

1.3 Offeror should have experience working with multi-lateral organizations, bi-lateral organizations, international financial institutions, civil society organizations and foundations.

There may be additional mandatory criteria. If so, they will be provided as part of the RFP package.

Firms meeting the above mandatory criteria may request a solicitation package.
