The World Bank Group “WBG” invites interested parties to respond to a Request for Information for (i) On-site CBRNE Maintenance and Support and (ii) Mail and Messenger Services. 

The WBG currently maintains on-site services under two separate contracts (and contractors) in support of its mail operations for: The CBRNE Facility maintenance and support services contract and Mail and Messenger Services contract. The services provided under both contracts are primarily managed through the Bank’s Landover Services Facility in Landover, MD and require frequent interaction amongst the two services. The purpose of this RFI is identify whether there is an opportunity to consolidate the service requirements of both under one contract, to identify the availability of service providers and whether any economies of scale, process streamlining or efficiencies may be achieved by doing so. Below is a brief description of the current services provided through each contract. (i) On-site CBRNE Maintenance and Support: The World Bank Group (WBG) requires screening of all incoming mail and courier company shipments, including letters, flats, packages, and diplomatic pouches for risky substances (chemical, biological, radiological, nuclear, and explosive (CBRNE) agents, including bombs and bio-aerosol threats) that may pose a risk to personnel working on the WBG's premises. The Contractor will be responsible for maintaining a system (end-to-end) with full turn-key logistics to detect and intercept incoming letters and packages for CBRNE agents, including bombs and bioaerosol threats.  (ii) Mail and Messenger Services:  1. Incoming Operations (The required incoming shipment process includes data entry, processing and sorting and of all incoming courier, diplomatic pouches, freight, city messenger including USPS mail and daily newspapers). 2. Inter-Office/Building Operations 3. Customer Service (The Bank maintains a Customer Service Center located in the MC Building). 4. Outgoing Operations. 5. Receiving Operations (Receive all inbound freight shipments including inspecting freight for damage and reconciliation of material received against bill of lading).
