The World Bank Group is looking for a Contractor who will provide the service of development and maintenance of the Inclusive Digital Financial Services (DFS) Reference Guida, in two phases, as follows: Phase 1: The first phase of this work will be for the vendor to translate The Inclusive DFS Reference Guide  in its current form - which is in PowerPoint form - into a dynamic and user-friendly website.  The guide is currently focused on electronic money issuance only and covers the following seven areas: Introduction, Licensing, Prudential regulation and supervision, Competition issues, Integrity and security, Agent regulation and supervision, Consumer protection for users. Phase 2: Once this is completed, the second phase will involve developing and expanding the interactive interface for further topics including but not limited to: Supervision of DFS including AML/CFT; Enabling innovation – sandboxes/innovation hubs/accelerators; Role of nonbanks beyond MNOS and mobile money; Competition issues i.e. platform-based models; Lending platforms; Data protection / privacy; Gender; Strengthen cyber security section; Outsourcing / cloud-based services/ transactional data processing; and Financial capability.
