The uneven recovery from the pandemic has left countries in South Asia with multiple policy challenges, exacerbated by the impact of the war in Ukraine. While several countries are navigating rising inflation and growing difficulties to finance fiscal deficits and trade deficits, the region must also chart a new way forward to address rising inequality, accommodate an energy transition, and unleash new growth potential. 本日発表された同報告書「基準を見直す:今後に向けた新しい道筋」は、地域の成長率を2022年は6.6%、2023年は6.3%と予測する。2022年の予測は、1月の予測から1.0%ポイント下方修正された。

南アジア諸国は、これまでも一次産品価格の上昇、サプライチェーンの混乱、金融セクターの脆弱性に悩まされていた。そこにウクライナでの戦争が加わり、インフレ率上昇、財政赤字の拡大、経常収支の悪化を一段と進めるだろう。

「南アジアは過去2年間に、コロナ危機の深刻な悪影響を含め、いくつものショックに直面してきた。」ウクライナでの戦争が引き起こした原油・食料の価格高騰は、人々の実質収入に大きな悪影響となるだろう」と、世界銀行のハートウィグ・シェイファー南アジア地域総局副総裁は述べた。「こうした課題を前に、各国政府は外的ショックに立ち向かい脆弱層を保護するための財政・金融政策を慎重に策定しつつ、グリーンで強靱かつ包摂的な成長の基盤を構築する必要がある。」

回復にあたりGDP成長率は順調に推移しているが、今後、域内のすべての国々が困難に直面するだろう。インドでは、労働市場の回復が十分でない上インフレ圧力もあり、世帯消費が伸び悩むだろう。モルディブは、対GDP比でみた化石燃料輸入額の比率が大きく、ロシアとウクライナからの観光客減少により脆弱性に直面している。スリランカは、財政・対外不均衡が大きいために経済の見通しが極めて不透明である。アフガニスタンでは、食料価格高騰が食料不足を助長するだろう。現状におけるパキスタンの課題の一つは、域内最大のエネルギー補助金である。バングラデシュでは、輸出に対するヨーロッパからの需要が落ち込むとみられる。前向きな要素としては、地域からのサービスの輸出拡大が挙げられる。

「グリーンな税制の導入は、エネルギー安全保障の強化、環境分野での成果、歳入の拡大など、南アジアにいくつもの面で計測可能な恩恵をもたらす可能性がある。」と、世界銀行のハンス・ティマー南アジア地域担当チーフエコノミストは述べる。「そうして得られた歳入は、気候関連の災害への適応や社会的セーフティネット・システムの強化に活用することも可能だ。」

地域が直面するもう一つの課題は、コロナ危機が女性に集中的に経済的な悪影響を与えてきたことだ。報告書は、域内のジェンダー格差と、根深い社会規範とのつながりを掘り下げて分析し、経済的機会への女性のアクセスを支援し、差別的な規範に取り組み、包摂的成長に向けたジェンダー面での成果を向上させる政策を提言している。
