Countries across Europe and Central Asia have been hit by a series of overlapping crises—the COVID-19 pandemic, Russia's invasion of Ukraine, and high inflation—that are impacting livelihoods, disrupting learning, and overwhelming health systems. This report explores how to strengthen the resilience of health, education, and social protection systems to better protect human capital from the long-term effects of recurrent shocks and crises.
