Knowledge Sharing for Development Impact: TDLC’s Technical Deep Dive (TDD) program for FY24

Following the easing of COVID-19 related travel restrictions, TDLC has begun delivering on its FY24 work program earlier endorsed by Japan’s Ministry of Finance in the TDLC Steering Committee. The cornerstone of the TDLC program is the Technical Deep Dives (TDDs), which is a one-week knowledge exchange program that synthesizes, packages, and delivers key Japanese and global best practices aimed at generating actionable solutions that can be leveraged in World Bank projects in developing countries.  

Below is the list of Technical Deep Dives (TDDs) planned for FY24 (July 2023-June 2024).

1.      Property Tax and Land value capture

This TDD covered aspects of Japan’s property tax and land-based financing system and approaches as well as those of other countries. Key topics included 1) institutional and organizational arrangements for property tax and land-based financing, 2) good practices and lessons learned from both Japanese and global cities, and 3) modalities for mobilizing citizen involvement and private sector engagement.

2.      Financing Quality Urban Infrastructure

This TDD will provide 1) an overview of what quality infrastructure means in practice; 2) how to harness these principles to finance and implement more sustainable, resilient, inclusive investment.

Oct 16-20, 2023

3.      Affordable Housing

Building on previous TDDs on this topic covering housing value chain, housing market segmentation, and mobilization of private sector in the delivery of affordable housing, this TDD will focus on topics such as rental housing, green construction/incentives for green housing development, access to land.

Dec 11-15, 2023

4.      Transit-oriented development

Potential topics include creating, financing, and managing public-space assets, planning for intermodal transit hubs with accessibility and enhanced last mile connectivity, and land-use planning and urban regeneration instruments, land-based finance.

Jan 29-Feb 2, 2024

5.      Urban water systems

Delivered in collaboration with the International Finance Corporation (IFC), this TDD will cover topics such as (1) Non Revenue water reduction, (2) Developing water resilience plans.

Feb 26-Mar 1, 2024

6.      Climate and Cities

Integrated knowledge offering covering both mitigation and adaptation for urban planners and environmental practitioners in the city to better integrate zero carbon initiatives and climate-smart technologies into urban planning and development, and municipal policies and services and other approaches to mitigate GHG emissions and promote green growth.

7.      Health and Resilience

Health emergencies and disaster risk management, including factors that enable healthcare delivery during emergencies, health facilities, health systems, integrated response system and resilient infrastructure.

Apr 22-26, 2024

8.      Solid Waste Management (to be delivered in Dakar)

Regional TDD on solid waste management to be delivered in Dakar, Senegal specifically targeting clients in Africa and Middle East & North Africa (MENA). Potential topics include 1) Collection eco-system, and integration of informal sector in system 2) Treatment & landfill disposal, and private sector participation (DBO etc.) 3) SWM Financing, and climate financing 4) Institutional capacity building.
