00:03 The
00:04 Commission since 2008 to 2010 started with concrete activities which facilitate
00:11 transboundary cooperation in the field of water management of the countries.
00:15 The Commission started with the development
00:17 of the hydrological and hydraulic models.
00:20 Later development of the Sava geographical.
00:23 System
00:26 crowned with the development of the flood forecasting and warning system.
00:30 The milestone was the improvement of flood management in the Sava River basin,
00:36 a project which was implemented by the Western Balkan Investment Framework
00:41 and administrated by the World Bank.
00:44 was establishment of a flood forecasting and warning system.
00:48 We have 10 responsible
00:51 organizations from 5 countries which are users of this system,
00:55 and these forecasting
00:57 organizations,
00:58 mainly hydrological and meteorological services and water agencies,
01:02 use this system on a daily basis.
01:06 We are facing flood events which are completely unusual for our region.
01:11 Transboundary cooperation is quite complex.
01:15 Each country has their own interests,
01:17 their own problems.
01:19 That's why legal background through framework agreement between countries,
01:24 protocols like protocol on flood protection,
01:27 or
01:28 policy on data management
01:30 are very important.
01:32 Through the project with the World Bank,
01:34 we had the support of all countries
01:37 to establish flood forecasting and warning system.
01:41 Now colleagues and experts communicate through
01:43 the official tool using official procedures.
01:47 It's an added value of the project because it's not always just about the tool.
01:53 It's about the
01:54 people who are using it.
01:57 Through the program for integrated development in Sava and Rina corridors,
02:02 we are planning to promote and to propose measures which will protect
02:09 people,
02:10 infrastructure,
02:11 environment,
02:11 cultural heritage
02:13 from the impact of climate change.
