COVID-19 and climate change are highlighting the difficulties of metropolitan governance, showing the need for closer cooperation among municipalities. In this interview, Professor Enid Slack, Director of the Institute for Municipal Finance and Governance at the University of Toronto's Munk School of Global Affairs and Public Policy, discusses how municipalities need to work together to support residents during the pandemic and achieve economic recovery.
