WASHINGTON, June 20, 2025 - The World Bank Group has approved the third Fiscal Management and Inclusive Growth Development Policy Financing (DPF) operation, providing $80 million to support the Republic of Congo’s reforms to strengthen revenue mobilization and public financial management and improve the conditions for inclusive and sustainable growth.
This DPF is the final operation in a programmatic series of three over the 2022-2025 period aimed at supporting the government's National Development Plan 2022-2026 (Plan National de Développement, PND) in its objective of building a strong, resilient, and diversified economy.
“The reforms supported by the DPF series are essential for improving fiscal management and governance in the Republic of Congo, while also promoting economic diversification, and improving the well-being for the people,” says Cheick Fantamady Kante, World Bank Division Director for the Republic of Congo. “This operation marks a significant milestone in our engagement with the Republic of Congo”.
The third DPF’s main priorities are to support reforms to strengthen revenue mobilization from both the oil and non-oil sectors and improve public financial management. In addition, it strives to help implement reforms to support the country’s economic diversification and inclusion agendas through strengthened competition, an improved business environment, human capital accumulation, protection of the most vulnerable populations, and improved access to electricity.
This final operation will build on the results of the first two, which have been successfully implementing reforms that have resulted in significant progress and tangible outcomes. For example, enhancements in tax policy and administration have boosted tax revenue from both the oil and non-oil sectors. Ordinary taxes from the oil sector have tripled as a percentage of oil GDP during 2023-24 compared to 2018-2020, and payouts from the national oil company have increased significantly. In addition, safety net benefits have been provided to 23,000 individuals, with a significant majority being female.
