World Bank Appoints New Country Director for Russia

Moscow, October 15, 2019 – Mr. Renaud Seligmann has been appointed World Bank Country Director for the Russian Federation, effective October 15, 2019. In this position, Mr. Seligmann will lead the dialogue with the government, development partners and other key stakeholders in the framework of the World Bank’s Systematic Country Diagnostic for the Russian Federation, with a focus on customized solutions and policy advice.

Mr. Seligmann, a French national, joined the Bank in 2007 as a Senior Financial Management Specialist in the Africa Region. He has held various positions, including Public Financial Management Sector Leader and Practice Manager in the Governance Global Practice, both in the Africa Region. Most recently, Mr. Seligmann served as Practice Manager in the Governance Global Practice in the Middle East and North Africa Region. He has also overseen the Digital Governance Community of Practice.

In his new position, Mr. Seligmann’s top three priorities will be to (i) manage the strategic dialogue with the Russian Federation; (ii) oversee the implementation of the existing portfolio and guide the Advisory and Analytical Services program; and (iii) lead the country team and manage the country staff.

Mr. Seligmann was selected to this position through a Bank-wide competitive managerial selection process. He will be based in Moscow from January 2020. Mr. Seligmann takes over from Mr. Andras Horvai, who served as the World Bank’s Country Director and Resident Representative for the Russian Federation from 2015-2019.
