Project Objectives Description: The program development objectives are to (1) strengthen fiscal and debt management; (2) improve the financial sustainability of the energy sector; and (3) foster the development of the digital economy. The supplemental financing is needed to help the Government of Benin close an unexpected financing gap due to the COVID-19 pandemic, and minimize the impact of the crisis on continued implementation of reforms supported under the Benin First Fiscal Management and Structural Transformation Development Policy Operation approved in December 2019.
