Managing integrity risks within state-owned enterprises is crucial to reducing corruption and preventing economic and political harm that can erode public trust. 

To mark International Anticorruption Day, this event brings together the World Bank Group, the Inter-American Development Bank Group and other international organizations to highlight integrity risk management interventions, capacity building, and tools—such as AI—to help enhance integrity risk management standards.

Ethiopis Tafara is Vice President & Chief Finance, Risk, Legal and Sustainability Officer for the World Bank Group’s Multilateral Investment Guarantee Agency (MIGA). He joined MIGA in September 2019 and is responsible for the supervision and oversight of MIGA’s Finance and Risk Management Group, the Economics & Sustainability Group and the Legal Affairs & Claims Group. He also oversees MIGA Partnerships, with an aim to leverage strategic alliances and promote greater investment flows into emerging markets through more extensive risk coverage.

Mr. Tafara previously served as Vice President and General Counsel for the International Finance Corporation where he was responsible for IFC’s non-financial risk management, including the Legal, Compliance and ESG functions. In that role, he modernized and strengthened IFC’s business risk and compliance functions, expanded IFC’s reach and reference as a leader in sustainable finance, and helped enhance cooperation across the World Bank Group. He promoted an integrated business model, drawing on internal and external legal resources to better deliver on IFC’s development mandate, and advanced legal capacity building in the private sector across emerging markets.  He was named as Financial Times Global GC 25 in 2018.

Mouhamadou Diagne

Vice President, Integrity, World Bank Group

As Vice President of Integrity (INT) at the World Bank Group, Mouhamadou Diagne oversees the independent unit responsible for conducting investigations of fraud and corruption allegations involving projects and activities financed by the Bank Group and World Bank Group staff and corporate vendors; pursuing and litigating sanctions for credible allegations; introducing best practices in preventing fraud and corruption into World Bank Group operations; and helping to raise compliance standards among private sector entities.

Diagne has nearly 25 years of experience managing teams in the fight against fraud and corruption. Prior to this appointment, he served as the Inspector General of the Global Fund to Fight Aids, Tuberculosis, and Malaria, one of the world’s largest international health financing mechanisms. In this capacity, Diagne led both the Investigations and the Audit functions of the organization and oversaw investigations of alleged fraud, corruption, misappropriation, and other forms of abuse in Global Fund financed programs as well as in corporate operations.

A national of Brazil and the United Kingdom, Rosemary Jeronimides is General Counsel of IDB Invest. She had served as Chief Counsel of the Non-Sovereign Guaranteed Operations Division of the IDB Legal Department beginning in August 2007. Prior to that, she worked as an attorney in several international law firms with a primary focus on cross-border financing in Latin America and the Caribbean. Ms. Jeronimides has a Juris Doctor degree from Georgetown University and a bachelor’s degree from Harvard University.

Natasha Avendaño García is an economist from the Universidad de Los Andes. Holds three master's degrees; one in Public Policy from the University of California, Berkeley; another in Economics from the Universidad de Los Andes and one in International Taxation, Foreign Trade and Customs from the Universidad Externado de Colombia. Also, she is a PhD from the University of California, Berkeley with an emphasis in taxation.

Avendaño García has extensive professional experience. Between 2018 and 2022 she served as Superintendent of Public Utilities. Before that, she was Director of Organizational Management of the National Taxes and Customs Administration (DIAN), where she also worked as Deputy Director of Operational Analysis and Advisor to the General Commissioner. For seven years, she worked as an advisor to the Ministry of Finance, as part of the Macroeconomic Policy Department and the Technical Vice Ministry.

For the last year she was an Expert Commissioner of the Regulatory Agency of Energy and Gas - CREG.

Santiago serves as the acting team lead for Anti-Corruption and Integrity in the State-Owned Enterprises Unit at the OECD’s Directorate of Financial and Enterprise Affairs. He has extensive experience addressing corruption, integrity, and criminal networks across the public and private sectors. He holds a Ph.D. in Law from Queen Mary University of London, an MSc in Organised Crime, Terrorism, and Security from the University of Essex, an LL.M. in Criminal Law and Criminal Science from the University of Barcelona and University Pompeu Fabra, and an LL.B. in Criminal Law and Procedure from the University of Buenos Aires, Argentina.

Stéphanie Scouppe is Head of Ethics & Data protection for the ADP Group.

Environmental engineer, she completed her initial training with a Master's degree in Marketing and Communication from ESCP, an MBA from HEC and a coaching diploma.

She worked for 7 years in sustainable development consulting, taking into account both environmental and social issues, before joining the sustainable development department of La Poste Group (French post). These experiences enabled her to demonstrate that Sustainable Development creates value for the company and its employees over the long term. To successfully carry out these meaningful cross-functional missions, collective intelligence (co-creation, education, sharing, facilitation, etc.) with stakeholders is key. Similarly, ethics and compliance, which are defined as respect for laws and regulations, but also respect for corporate values, a subject she has been dealing with for more than 15 years (at La Poste and then within the ADP Group), involves a cultural change before being a change in procedures. Cultural change implies understanding the drivers of motivation and commitment of the company's employees. Protecting them and protecting the company through pedagogy (training, awareness-raising, information, etc.), and alignment to corporate values are the main basics to run an Ethics and compliance programme (Ethics and Compliance - 2025 Pioneers For Trust - Groupe ADP) and make it progress continuously.

In addition to her duties with the ADP Group, Stéphanie Scouppe is President of the Cercle Ethique des Affaires (Cercle_d_Éthique_des_Affaires – Ethique & Conformité des Entreprises), an association of ethics and compliance professionals gathering 65 member companies.

Aradhana Kumar-Capoor

Aradhana Kumar-Capoor​ is Director and General Counsel of the Multilateral Investment Guarantee Agency (MIGA), the political risk insurance and credit enhancement arm of the World Bank Group. Ms. Kumar-Capoor has overall responsibility for MIGA’s Legal Affairs and Claims Group, including eligibility and deal structure, contract negotiation and drafting, dispute resolution and claims management.

Ms. Kumar-Capoor previously served as Chief Advisor to the Executive Vice President & CEO of MIGA and prior to that was Chief Counsel at MIGA. Ms. Kumar-Capoor has over 30 years of experience in complex infrastructure, finance, telecom and oil, gas and mining transactions. 

Prior to joining MIGA, Ms. Kumar-Capoor worked as a corporate and transaction attorney with major law firms in the United States and in India concentrating on project finance, structured finance and risk mitigation. She holds a law degree in international business law and a master’s degree in international relations. She is admitted to the bar in New York and in New Delhi. She has also taught a course on International Business Transactions at Georgetown University Law Center.

Maria del Consuelo Naranjo Martinez

Head of Integrity Risk Management for Private Sector Operations, Inter-American Development Bank (IDB)

Maria del Consuelo Naranjo is an international attorney with over 12 years of expertise in corporate law, risk management and international business gained at large law firms in Ecuador and Spain. She has been part of the IDB Group’s Office of Institutional Integrity (OII) since 2017 and is the current Head of Private Sector Integrity Risk Management.

In her role, she provides comprehensive integrity risk management support to IDB Invest and IDB Lab. Her responsibilities include offering expert advice on managing integrity risks in private sector operations, ensuring compliance with Integrity Due Diligence (IDD) procedures, and overseeing related processes.

She holds a Master's in Global Corporate Compliance from the IE-NYU Law School, an LLM in International Business and Economic Law from Georgetown University, a Master's in Corporate Law from the University of Navarra, Spain, and a Bachelor of Law from Universidad de las Americas in Ecuador.

Collin Swan

Integrity Counsel, International Finance Corporation

Collin Swan is an Integrity Counsel with the Compliance and Business Risk Department of the International Finance Corporation (IFC), where he serves as global counsel on national and international economic sanctions and handles integrity due diligence matters for IFC investments in Europe, the Middle East, Central Asia and Turkey (MCT).  In his role, Mr. Swan regularly assists teams to assess integrity and reputational risks associated with IFC’s investments.  Mr. Swan also assists the AML team in assessing the AML controls of IFC client financial institutions in the Europe and MCT regions. Previously, he served as Senior Counsel in the World Bank Office of Suspension and Debarment, where he assisted the Chief Suspension and Debarment Officer in reviewing sanctions cases and determining whether to suspend the contracting eligibility of respondent firms and individuals. He is also an Associate Editor for the Public Contract Law Journal and a Professorial Lecturer in Law at the George Washington University Law. Mr. Swan received his B.A., summa cum laude, from the George Washington University, and his J.D., with highest honors, from the George Washington University Law School.

Joseph Mauro is a Senior Counsel and Integrity Compliance Specialist in the World Bank Group’s Integrity Vice Presidency (INT). He assists the Integrity Compliance Officer by working with sanctioned entities on the development of corporate integrity compliance programs, evaluating whether sanctioned entities have met their conditions for release from sanction, and contributing to INT’s mission including settlements and policy development. Previously, he practiced law at a United States law firm focusing on fraud and corruption investigations, FCPA and securities law, litigation, and corporate compliance. He also clerked for a judge on the Court of Appeals of Maryland, USA. He has a J.D. from the University of Michigan and a B.A. from Wake Forest University. He is licensed to practice law in Washington, D.C.

Rhea Brathwaite is an Integrity Specialist at the Multilateral Investment Guarantee Agency (MIGA), the political risk insurance and credit enhancement arm of the World Bank Group. In her role, she manages integrity risks in private sector projects. She brings extensive experience in the fields of anti-bribery and corruption, fraud, anti-money laundering, corporate and project procurement, and ethics. Before joining MIGA, Rhea served as an Integrity, Compliance, and Accountability Officer at the Caribbean Development Bank (CDB). There she played a pivotal role in helping to establish and operationalize their compliance office by developing policies and procedures, managing integrity risks, and conducting investigations. Rhea also held various positions at the Inter-American Development Bank (IDB), where she gained valuable on-the-ground experience in Haiti, addressing risks in corporate and project procurement. In addition, she collaborated with governments to develop policies and projects to increase transparency, and provided sanctions recommendations to the IDB in fraud, corruption, and collusion cases. Rhea is admitted to the bar in New York and holds an LL. B. with Honors from University College London and an LL. M. in International Legal Studies from Georgetown University Law Center.

Marcelo is a Manager in the Prevention, Risk & Knowledge Management unit in the Integrity Vice Presidency (INT), the World Bank’s anti-corruption unit. In his +27-year career in the World Bank, Marcelo has led the development of digital solutions for Procurement, Risk Management, and other operational functions. Over the last 15 years, he has been implementing new operating models for business units to address and adjust to technological change while promoting a culture of innovation and collaboration. Marcelo has been leading INT’s digital transformation strategy since 2019 to leverage advanced cloud systems and develop customized AI solutions to help identify integrity risks and fight corruption.

Andy Guangji Xue is a Compliance Officer from the IFC Institutional Risk and Governance (CRG) department, focusing on Anti-Money Laundering/Counter-Financing of Terrorism (AML/CFT) matters. Since joining IFC in 2018, Andy has spearheaded several internal technology initiatives aimed at enhancing the operational efficiency and delivery quality of IFC's business risk management program. He is also a driving force behind numerous pivotal technology projects for the broader IFC and World Bank Group (WBG), including the initial adoption of generative AI by IFC and the development of IFC’s first AI advisor. Andy has a master’s degree in enterprise risk management from Columbia University and a bachelor’s degree in civil engineering from the National University of Singapore. His professional experience before IFC includes working for Institutional Shareholder Services (ISS), Bank of China International, HSBC and Columbia University.

Dessislav Dobrev

Senior Counsel, MIGA, World Bank Group

Dessislav Dobrev is a Senior Counsel at MIGA.  He is a leading expert in artificial intelligence and the law and has spearheaded AI matters in both academia and practice. His recent book Artificial Intelligence and the Law: A Comprehensive Guide for the Legal Profession, Academia and Society, published by Thomson Reuters, has been endorsed by high-profile academics, leading law practitioners and global AI leaders. This timely volume is one of the first comprehensive studies of how AI will dramatically affect the law, both as a profession and a regulatory domain, as well as society at large.
 

As an Adjunct Professor Dessislav created and taught new law school courses on AI at McGill Law School, has previously taught at Georgetown Law School, and has provided seminars on AI at other leading institutions such as the Berkeley Center for Law & Technology and the University of Toronto’s Faculty of Law.  In addition, Dessislav has served on the New York State Bar Association’s Task Force on Artificial Intelligence.  The task force was dedicated to identifying potential benefits, dangers, and opportunities surrounding AI and to make regulatory recommendations for how to manage and integrate the technology in legal practice.   

Mr. Dobrev is educated and has practiced law in both civil and common law jurisdictions and has worked in both public and private sector contexts. Before joining MIGA, he practiced corporate law at Davis Polk in New York.

Tadeo Leandro Fernandez is a Senior Specialist in Private Sector Integrity at the Office of Institutional Integrity (OII) of the Inter-American Development Bank (IDB). He earned his Law degree from the Universidad Nacional de Córdoba, Argentina (2009), and a Master of Laws (LL.M.) from Georgetown University Law Center, Washington, DC (2022).

Before joining the IDB in 2018, he served as legal counsel to Argentina’s Financial Information Unit (2012-2015) and as a senior associate in the compliance department of the firm Beccar Varela (2015-2018).

His academic training also includes the XIV GAFILAT Evaluators Seminar (Colombia, 2014), and graduate programs in Anti-Money Laundering and Customs Law at the Universidad de Buenos Aires (2014).

Tadeo holds professional certifications in Anti-Money Laundering and Global Sanctions from the Association of Certified Anti-Money Laundering Specialists (ACAMS), as a Certified Compliance & Ethics Professional - International (CCEP-I) from the Society of Corporate Compliance and Ethics (SCCE), and as a Certified Fraud Examiner (CFE) from the Association of Certified Fraud Examiners (ACFE).

Ceri Lawley is IFC’s Chief Compliance Officer leading IFC’s Business Risk and Compliance Department (CBR). Ceri oversees the establishment of compliance standards and provision of advice to business teams, operational support teams, Management and the Board in two broad areas – 1. Risk in Business Transactions - integrity due diligence, AML/CFT, economic sanctions and international tax issues, and 2. IFC’s Corporate Risk - regulatory risk e.g., on mobilizations and new products, operational conflicts of interest, information and data access, and data privacy. Ceri joined the World Bank Group in 2008 where she was a member of the Legal Finance Team advising IBRD Treasury, in particular the World Bank Group Pension Plan, on regulatory, legal, compliance and tax risks. Ceri’s prior experience also includes working as a partner in a major Australian law firm advising corporate and commercial sponsors, pension plans and fiduciaries.

Ceri holds a degree from the University of Oxford, UK and law degrees from the University of Cambridge, UK and Georgetown University in Washington DC, USA.

Matthew Fowler is the Chief of the Office of Institutional Integrity (OII) as of October 1, 2023. Prior to this appointment, Mr. Fowler served in several leadership roles in OII including overseeing integrity risk management in private sector operations and anti-money laundering compliance for IDB activities. Mr. Fowler joined the IDB in 2009 as a Private Sector Integrity Officer in OII.

Mr. Fowler is a U.S. attorney specialized in the Foreign Corrupt Practices Act (FCPA) and anticorruption compliance.  Before joining the IDB, he worked as in-house FCPA counsel for a Fortune 50 company, and on FCPA and other international matters for private U.S. law firms.

Mr. Fowler, a U.S. citizen, holds a Juris Doctor from the University of Michigan Law School and was a Fulbright Scholar in Developmental Economics at the University of Buenos Aires, Argentina. He has a Bachelor of Arts in Economics and Spanish from Nebraska Wesleyan University.
