The World Bank implements the “Global Environment Facility 6--China Sustainable Cities Integrated Approach Pilot” Project (GEF6 China SCIAP)”, which aims to help Chinese cities incorporate transit-oriented development (TOD) principles into future urban policies and transit plans. The project consists of two components: 1) a national TOD platform implemented by China’s Ministry of Housing and Urban-Rural Development (MoHURD), and 2) TOD technical support and application at the city-, corridor-, and station levels implemented by seven cities, including Beijing, Tianjin, Shenzhen, Shijiazhuang, Nanchang, Ningbo, and Guiyang.
The World Bank GEF6 China SCIAP Task Team organizes an annual workshop for MoHURD and participating cities to engage in technical and policy discussions. This year’s conference is jointly hosted with World Bank TOD Community of Practice, as well as the TOD Academy of Beijing Jiaotong University. The workshop features three types of knowledge exchange activities: (a) International experts to share good practices relevant to China’s challenges in TOD, (b) MoHURD and participating cities to share technical outputs generated under this project and receive feedback from international and domestic experts, (c) Beijing Jiaotong University faculty to share latest research findings on TOD practices in China, including through field visits to inner-city and suburban sites in Beijing.

Time: 9am-12pm Objective: To understand how the integration of diverse public transport modes helps improve job accessibility, employment equity, and the creative and cultural industry. Overview: Participants will ride the Batong Line of the Beijing subway to visit the corridor connecting the traditional center with the new administrative center of Beijing, Tongzhou District. This is the busiest mass transit corridor in Beijing. Along the way, participants will learn about topics such as 1) TOD during different phases of the city’s urbanization, 2) integration of affordable housing and transit, and 3) multi-modal transportation integration. |

Topic: Suburban TOD and Sites of Historic and Cultural Significance |

Time: 9am-2pm Objective: To experience TOD in suburban Beijing by riding the rail and the tram, and by exploring a site of property on subway station. To understand the contribution of TOD in promoting Beijing’s sites of historic and cultural significance. Overview: Participants will visit the Kunyufu subway line and Men-Da old railway park and ride the Western Suburban Tram of Beijing. Kunyufu area is well developed and serves as a good example of “property above the subway.” The area also hosts the rolling stock depot and leverages the existing railway tracks. Participants will continue to ride the Western Suburban Tram from the Bagou Station to the Fragrance Hill Station. They will learn how the suburban TOD meets the commuting needs of residents and connects the sites of the historic and cultural significance of the city (including the famous royal parks in the suburbs of Beijing), with particular consideration for the elderly and school-age children. |

Time: 9am-1pm Objective: To understand how TOD promotes sustainable urban regeneration in the inner city. Overview: Sanlihe Area in Dongcheng District of Beijing is a typical case of the TOD for inner city regeneration. The neighborhood features a historic river which has been preserved through ecological restoration, as well as pedestrian friendly area with abundant local amenities. The participants will learn about how the integration of rail transit, buses, shared bikes and walking has led to the sustainability and vitality of a historic neighborhood in the inner city. |
