  • The pandemic brought education systems worldwide to a halt, with school closures affecting more than 1.6 billion learners, with South Asia accounting for nearly 434 million children. The World Bank estimates that Learning Poverty in low- and middle-income countries might increase from 53 to 63 percent. However, more recent simulations suggest this number can grow to 70 percent due to longer-than-expected school closures.

    There is an urgent need for a large-scale, practical, swift, innovative, and collaborative education response across South Asia to address the widening learning loss and the resultant impact on the life and livelihood of all children and youth.

    A regional ministerial round table will deliberate on the key findings from the Global Education Evidence Advisory Panel (GEEAP) report to aid the development of a South Asia Regional Recovery Plan. This event will provide a platform to the panel to share the key findings from the report with counterparts and CSOs from South Asia, as well as bring together policy makers from South Asia, global education experts, and civil society organizations working on education in the South Asia region and around the world and set the stage for development of a South Asia Regional Learning Recovery Plan.

    Abhijit Banerjee

    Ford Foundation International Professor of Economics, MIT, and GEEAP Co-Chair

    Abhijit Vinayak Banerjee is the Ford Foundation International Professor of Economics at the Massachusetts Institute of Technology. In 2003, Professor Banerjee co-founded the Abdul Latif Jameel Poverty Action Lab (J-PAL) with Esther Duflo and Sendhil Mullainathan, and he remains one of the Lab’s Directors. Professor Banerjee is the recipient of the 2019 Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel, awarded jointly with Esther Duflo and Michael Kremer "for their experimental approach to alleviating global poverty." Professor Banerjee is the author of a large number of articles and five books. Professor Banerjee was educated at the University of Calcutta, Jawaharlal Nehru University and Harvard University, where he received his Ph.D in 1988.

    Annpurna Devi is the current Union Minister of State for Education. Since the 2019 Indian general election, she is a Member of Parliament in Lok Sabha (lower house of the Parliament of India) from Kodarma, Jharkhand. Prior to this, she was elected to the Jharkhand State Legislative Assembly from Kodarma, and has been the Cabinet Minister, Ministry of Irrigation, Women & Child Welfare, Registration, Government of Jharkhand; Chairperson, Committee on Women & Child Welfare, Jharkhand Legislative Assembly; Minister of State, Ministry of Mines and Geology, Government of Bihar; and a member of various committees. She is a post-graduate of Ranchi University, Jharkhand.

    Practice Manager, South Asia, World Bank

    Cristian Aedo is Practice Manager for the South Asia Region of the Education Global Practice at the World Bank. He has led investment loans and development policy lending for strengthening human development outcomes through better accountability and relevant skills. He has managed education projects, programs and studies and in the Latin America and the Caribbean and Europe and Central Asia Regions. Mr. Aedo has also authored studies on Skills and Country Skills Patterns.

    Devendra Paudel

    Devendra Paudel

    Hon’ble Minister, Ministry of Education, Science, and Technology, Government of Nepal

    The Education Minister of Nepal, Devendra Paudel is a Member of House of Representatives (Nepal). Prior to this, he has been a chief political advisor to the Prime Minister of Nepal. He completed his post-graduate studies in political science from Tribhuvan University, Nepal.

    Halsey Rogers

    Halsey Rogers

    Lead Economist, Education Global Practice, World Bank

    Halsey Rogers is Lead Economist with the World Bank’s Education Global Practice and served as Co-Director of the World Development Report 2018. He currently leads the Global Education Policy Dashboard initiative and co-created the World Bank’s Learning Poverty indicator. Mr. Rogers has published widely in peer-reviewed journals and has advised governments in every region of the world. Prior to joining the Bank, he served with the Council of Economic Advisors at the White House, UC Berkeley, the Indonesian Ministry of Finance (Jakarta), and the Korea Development Institute (Seoul). He holds an AB from Princeton University, an MPP from the Harvard Kennedy School, and a PhD in Economics from UC Berkeley.

    Hideki Mori

    Operations Manager, India, World Bank

    Hideki Mori is the Manager, Operations in the India office of the World Bank. Prior to this, he was he Country Manager or Uzbekistan in the Europe and Central Asia (ECA) Region. Mr. Mori, a Japanese national, joined the Bank in 1993 as a Young Professional. He has since then held various positions, his most recent assignment being Program Manager in the Social Protection and Labor Global Practice.

    Jaime Saavedra

    Global Director, Education, World Bank

    Jaime Saavedra leads the Education Global Practice at the World Bank Group. He rejoined the World Bank Group from the Government of Peru, where he served as Minister of Education from 2013 through 2016. During his tenure, the performance of Peru’s education system improved substantially as measured by international learning assessments. Throughout his career, Mr. Saavedra, a Peruvian national, has led groundbreaking work in the areas of poverty and inequality, employment and labor markets, the economics of education, and monitoring and evaluation systems. He has held positions at a number of international organizations and think-tanks. He has also held teaching and research positions in academia and has published extensively. Mr. Saavedra holds a Ph.D in economics from Columbia University and a Bachelor's degree in economics from the Catholic University of Peru.

    Lynne D. Sherburne-Benz

    Lynne D. Sherburne-Benz

    Regional Director, Human Development, South Asia, World Bank

    Lynne D. Sherburne-Benz is the World Bank’s Regional Director for Human Development in the South Asia Region. Before assuming this role, she was Practice Director in the Social Protection and Jobs Global Practice covering multiple regions of the world, including Europe and Central Asia, Middle East North Africa, East Asia and the Pacific, and Sub-Saharan Africa. Since 1985, Ms. Sherburne-Benz has held a number of other positions at the World Bank, including Senior Regional Advisor to the Vice President of the Africa Region, Sector Manager for Social Protection in Africa and Advisor to the Bank’s Managing Director. She has a PhD in International Trade, International Finance, and Development Economics from the Fletcher School at Tufts University. Her key publications include Evaluating Social Funds: A Cross-Country Analysis of Community Investments (co-authored with Laura B. Rawlings) and Social Risk Management: The World Bank's Approach to Social Protection in a Globalizing World (co-authored with Robert Holzmann and Emil Tesliuc).

    Mohibul Hasan Chowdhury

    Mohibul Hasan Chowdhury

    Deputy Minister of Education, Government of Bangladesh

    Mohibul Hasan Chowdhury was appointed as the Deputy Minister of Education after being elected to the Parliament of Bangladesh, Jatiya Sangsad in the 2018 general elections in Bangladesh. From 2016 to 2019, Mr. Chowdhury held the position of Organizing Secretary of the Bangladesh Awami League Party in the party's Central Committee. He was one of the youngest organizing secretaries of Awami League and was credited for managing the party in several important districts. Mr. Chowdhury was a partner of The Legal Circle, and an Advocate of the Supreme Court of Bangladesh before his ministerial appointment. Mr. Chowdhury graduated from the London School of Economics with a law and anthropology degree, post which he completed his post-graduate studies in law.

    Naheed S. Durrani

    Federal Secretary, Ministry of Federal Education & Professional Training, Government of Pakistan

    Ms. Naheed S. Durrani has over 30 years of service in the Pakistan Administrative Service of the Government of Pakistan. She carries a diverse work experience, gained across varied sectors and organizations largely with the public sector; however, she has also worked closely with the private sector. With approximately 12 years of experience in the Finance and Planning Departments, she possesses hands-on skills on fiscal and financial management, development planning and management including international development assistance; institutional development; HR management; and procurement reforms. She has also worked on education sector reforms, institution building, and the climate sector. Ms. Durrani is passionate about community organizations and communities, and has undertaken many assignments linked with grassroots level work.

    Rachel Hinton

    Senior Education and Social Development Adviser at FCDO and Visiting Fellow of Practice at The Blavatnik School of Government, University of Oxford

    Rachel Hinton is Senior Education and Social Development Adviser at Foreign Commonwealth and Development Office. She is a social anthropologist with over 15 years research and international development experience in the UK, South Asia, Eastern Europe, and Sub-Saharan Africa. With her passion for global co-operation to tackle the learning crisis she jointly established the Building Evidence in Education global group with the World Bank, USAID and the UN and in 2020 these organizations also launched the Global Evidence in Education Advisory Panel.

    Rukmini Banerji

    Rukmini Banerji

    Chief Executive Officer, Pratham Education Foundation, and GEEAP Member

    Dr. Rukmini Banerji is the Chief Executive Officer of Pratham Education Foundation. She has worked extensively in Pratham’s education programs in rural and urban areas. Along with her teams, Dr. Banerji has played a major role in designing and supporting large scale partnerships with state governments in India, for improving children’s learning outcomes. Dr. Banerji led Pratham’s research and assessment efforts including the Annual Status of Education Report (ASER) exercise from 2005 to 2014. Since 2015, she has been the CEO of Pratham. In 2021, she was awarded the Yidan Prize for Education Development. Dr. Banerji was trained as an economist at St. Stephen’s College (Delhi) and the Delhi School of Economics. She was a Rhodes Scholar at Oxford University (1981-83) and completed her PhD at the University of Chicago in 1991.

    Shabnam Sinha

    Lead Education Specialist, India, World Bank

    Shabnam Sinha is Lead Education Specialist, India for the World Bank Group, leading the World Bank’s India program on school education and skills. Her research focuses on basic education and its return on investment; performance-based financing, teacher performance and incentives; skills development and labor markets. Her work also covers the role of private sector and governments in skills development and the contribution of MSMEs in the labor market and female labor force participation. Her work focuses on results-based financing and analytical tasks in Vietnam, Indonesia, Korea and Africa. She leads the World Bank’s support to the Ministry of Skills (Government of India) and the World Bank support to program of the Government of India on school education, the Samagra Shiksha, through a Bank project named STARS. She also works in the areas of Public Private Partnerships (PPPs) in Education and CSR in human development. She was Senior Program Advisor (Education) with United States Agency for International Development (USAID). She has worked at the National Council of Educational Research and Training (NCERT) on curriculum development; instructional materials development including textbook writing and educational undertaking planning and appraisal.
