Focus of this track

Health resource priority setting, or achieving the best possible health outcomes with a finite set of resources, is a dilemma faced by all Ministries of Health. To achieve this, the right mix of interventions must be provided to the right people at the right place in a way that maximizes health outcomes for a given resource level. In this workshop, a decision science tool that can assist policy makers in prioritizing resources for a HIV program, will be introduced.

The mathematical modeling tool called the Optima HIV model assists users to allocate most recent or projected budgets across HIV programs. It allows for the input of epidemiological, budgetary and costing data to look at (1) different scenarios (e.g. different budget levels) and (2) optimize the results to determine the most effective allocation of resources to achieve user-specified objectives (e.g. minimize HIV-related deaths). The purpose of this workshop is to assist participants in undertaking HIV efficiency studies to support national decision-makers, program managers, and funding partners in achieving maximum impact with the funding available for the country’s HIV response.

Learning objectives for the track

After completing the skills building track, participants will know how to conduct an HIV allocative and implementation efficiency analysis from planning to dissemination of results.

Participants will learn:

·       What HIV allocative and implementation efficiency analyses entail, and how to plan such analyses;

·       The steps required for collating and interpreting data for entry in an efficiency analysis project;

·       How to calibrate the Optima model to better reflect the known course of the HIV epidemic;

·       The processes for generating cost functions for relevant populations and programs;

·       To conduct optimization analyses and determine the optimal HIV resource allocation across HIV programs to meet specific objectives or policy questions.

Focus of this track

The global push for Universal Health Coverage (UHC) requires active decision making to determine who to cover, at what proportion of the costs, and for what services and interventions. As significant investments in global health systems data collection and synthesis are maturing, we now have more information than ever before about current and future trends in burden of disease, health service costs and the expected impact of service provision. Combined with local epidemiological profiles and health delivery system data, the HSP tool can harness data from WHO, World Bank, IHME, DCP3, UNDP and others to inform local country decisions about “what is covered” within a sustainable UHC system. However, in-country partnership is required to populate the tool with most accurate and country-relevant information to ensure it is tailored to the country needs. The HSP tool can be found at https://hptool.org/
 
The 3-day training course will provide users with hand-on experience of using the HSP Tool including uploading an example of country information and global burden of disease and cost data to identify and optimal package of interventions within a UHC system. The course will also cover the principles of priority setting, cost effectiveness analysis and allocative efficiency analysis that are foundational principles to the use HSP Tool.

Focus of this track

This three-day training workshop builds skills on how to conduct implementation cascade analysis and how to choose and use relevant tools for this purpose. Participants will receive over 10 sessions on implementation cascade analysis concepts, principles and ‘how-to’ followed by a practical implementation plan linked to the specific learning content. The conceptual sessions are interactive and encourage reflection about issues like client pathways in complex service delivery systems, determinants of service use continua, cascade indicators and data, and service delivery modalities across a continuum.

The cascade concept is also conveyed as a generic framework for service delivery to encourage participants to consider applications in their own field of work. The practicals are done in groups which pursue different analyses under a common theme, such as the care continuum for tuberculosis, HIV, or a non-communicable disease. The workshop builds skills in both descriptive analysis and analytical/modelling activities, the latter supported by the Cascade Analysis Tool app.

The Cascade Analysis Tool,, available from https://ui.cascade.tools, is  a core utilized in this training. The tool is designed to support national decision-makers, program managers, and funding partners in determining the optimal resource allocation across different interventions or service delivery modalities to meet specific objectives or policy questions.

Focus of this track
