  • Consultations on Inclusion and Non-Discrimination in World Bank-Financed Projects in Uganda

The World Bank is working with the Government of Uganda (GoU) and local communities to identify risks and develop additional mitigation measures to strengthen inclusion and non-discrimination of vulnerable and disadvantaged individuals and groups in World Bank-financed projects following the enactment of the 2023 Anti-Homosexuality Act.

Following the principles of the World Bank’s Environmental and Social Framework (ESF), the GoU will lead consultations on the proposed additional measures from January 16-19, 2024, in Kampala. Participants, mostly from CSOs, will provide feedback on the proposed measures. This ensures that project benefits reach all targeted individuals and groups without exception.

A package of draft documents is linked below. We recommend that those attending the consultations review these documents before the January 2024 sessions to facilitate robust and comprehensive discussions. Following the consultations, the ESF documents will be finalized. The final versions will then be disclosed on the GoU and World Bank websites, respectively, in accordance with ESF requirements.
