Employment Policy

The Bank Group's recruitment policy is to hire staff of the highest caliber, on as wide a geographical basis as possible, with preference to nationals of WBG member countries or countries of operations

  • Internationally recruited staff (IRS): need global mobility and international experience.
  • Locally recruited staff (LRS): do not need global mobility or international experience.

Staff are typically offered renewable term appointments.

  • A “term appointment” is a contract of fixed length, the minimum appointment being one year and the maximum being five years. 
  • Open-ended appointments are offered less frequently, on a case-by-case basis.

Positions in country offices are locally recruited. If a candidate with a required skills set cannot be found locally, or global mobility and international experience are essential, then international recruitment may be authorized.

Limitations on Employment

Spouses and domestic partners of World Bank Group employees may also be employed by the WBG if:

  • They meet the selection standards of a position. 
  • They may be assigned to the same vice presidency or department if neither supervises the other (directly or indirectly) and their duties will not bring them into routine professional contact. 
  • They may not be assigned to the same division or equivalent unit.

Spouses and domestic partners may be assigned to the same country office if:

  • They meet the selection standards of a position.
  • Neither supervises the other (directly or indirectly).
  • The vice president responsible for the country office, in consultation with the Manager, Human Resources Service Center or the IFC Manager, Recruitment, approves the assignment.

A staff member is required to inform the HR Services Center manager if/when that staff member learns that a close relative (as described in categories I and II, below) is working at or applying for a position with the WBG. This applies to close relatives who perform services for the Bank Group under a Bank Group appointment or as an employee of a firm, and to the close relatives of Executive Directors, Alternate Executive Directors, and Senior Advisors to the Executive Director. The term cousin means the son or daughter of an uncle or aunt. Uncle and aunt mean the brother or sister of one’s mother or father whether the relationship is by blood or adoption. The spouse of an uncle or aunt is not a close relative by reason of the marriage.

Category I Relatives who are not eligible for employment:

  • Mother, father, son, daughter.
  • Sister, brother, half-sister, half-brother.
  • Aunt, uncle, niece, nephew.

Category II Relatives who are eligible for employment, provided that they are not assigned to the same division or equivalent unit, and neither supervises the other, directly or indirectly, and their duties will not bring them into routine professional contact:

  • Whole relationships: daughter-in-law, son-in-law, sister-in-law, brother-in-law, mother-in-law, father-in-law, grandmother, grandfather, granddaughter, grandson, cousin.
  • Step relationships: step-mother, step-father, step-sister, step-brother, step-daughter, step-son, step-aunt, step-uncle.
  • Half relationships: half-aunt, half-uncle, half-niece, half-nephew.
  • Domestic relationships: mother of domestic partner, father of domestic partner, sister of domestic partner, brother of domestic partner, daughter of domestic partner, son of domestic partner.

Global Staff Mobility

The WBG supports staff and families as they transition to new assignment locations. We are committed to providing the resources and support necessary for staff to be happy, fulfilled, and productive. The successful relocation of staff and families transitioning to new assignments is important to the success of WBG’s mission to end extreme poverty and boost shared prosperity. The Global Staff Mobility team helps staff and families relocate to country offices and Washington, DC. They provide guidance on the full cycle of relocation including housing, schooling, child-care, spouse and partner career support, and country-specific resources and information. Specialized support is given to staff relocating to fragile and conflict-affected areas.

The Global Staff Mobility team works with partners across the organization and in-country staff to provide integrated support throughout the transition and settling-in period for a new assignment. Our support and guidance during relocations helps position World Bank Group staff and families for successful assignments, and helps deliver on our mission.

Grade Levels

The World Bank Group uses 10 grade levels as a way to structure its workforce. The grades reflect levels of responsibility, skills, and education. The WBG’s career tracks are Administrative, Technical, and Managerial.

  • Administrative Jobs (GA–GD): These are jobs that support Bank operations. Jobs in the Administrative stream may include Team Assistant, Program Assistant, and Executive Assistant.
  • Professional & Technical Jobs (GA–GJ): These are jobs with an emphasis on technical expertise and knowledge, advanced academic achievements and/or technical professional credentials.
    GA–GD level positions generally require a Bachelor’s degree and 2–3 years of professional experience.
    GE level jobs and above usually require a Masters or PhD with a minimum of five years of relevant experience. Jobs typically found in this stream are Investment Officer, Operations Officer, Program Manager, Knowledge Management Officer, Technical Specialist/Senior Technical Specialist, Economist/Senior Economist, Financial Specialists, etc.
  • Managerial Jobs (GH–GJ): Managers at the World Bank Group are responsible for the day-to-day management of staff, their work programs, and budgets. Our managers provide the thought leadership, vision, and an enabling environment for staff to fulfill the WBG’s mission with passion and professionalism. Jobs typically found in this stream are Sector Manager, Sector Director, Country Manager, Country Director, Senior Advisor, Vice Presidents, etc.

Consulting Opportunities

There are two types of consulting appointments:

  • Short Term Temporary (STT): A periodic appointment, with or without pay and without benefits, at the equivalent of grades GA-GD for a maximum of 1200 hours inclusive of overtime in a fiscal year.
  • Short Term Consultant (STC): A periodic appointment, with or without pay and without benefits, at the equivalent of grades GE or above for a maximum of 150 days in a fiscal year.
  • Extended Term Temporary (ETT): ET appointments are for a minimum of 12 months, renewable for an additional 12 months—subject to a lifetime maximum of two years.
  • Extended Term Consultant (ETC): ET appointments are for a minimum of 12 months, renewable for an additional 12 months, with benefits at the equivalent of grades GE - Subject to a lifetime maximum of two years.
