jointly by the World Bank and the European Bank
for Reconstruction and Development, is a survey
of managers and owners of firms across the countries
of Eastern Europe, the former Soviet Union, and
Turkey designed to generate comparative measurements
of the quality of governance, the investment climate
and the competitive environment, which can then
be related to different characteristics of the firm
and to firm performance.

Worldwide
Governance Research Indicators Dataset, 2002
Estimates
of six dimensions of governance covering 199 countries
and territories for four time periods: 1996, 1998,
2000, and 2002, based on several hundred individual
variables measuring perceptions of governance that
are drawn from 25 separate data sources constructed
by 18 different organizations. Individual measures
of governance are assigned to categories capturing
key dimensions of governance, using an unobserved
components model to construct six aggregate governance
indicators in each of the four periods. Point estimates
of the dimensions of governance are presented with
the margins of error for each country for the four
periods. In the accompanying methodological paper,
the authors address various issues, including the
interpretation and use of the data given the estimated
margins of error. These indicators are an update
and expansion of previous work initiated in 1998.
