Dr. Agnès Binagwaho, Executive Secretary of the Rwanda HIV/AIDS Commission

Introduction: Dr. Binagwaho speaks about the issues and challenges in harmonizing HIV/AIDS investments in Rwanda.  The country benefits from substantial international support, including from the Global Fund, US government PEPFAR initiative, World Bank Multi-Country Action Program against AIDS in Africa and other bilateral and multilateral assistance.  The significant flow of resources and the number of partners involved has underscored the importance of coordination and harmonization of HIV/AIDS funding.

Dr. Binagwaho describes how the "Three Ones"--one HIV/AIDS action framework, one national coordinating authority, and one monitoring and evaluation system--are being put in practice on the ground.  She discusses the coordinating mechanisms which have been established, efforts at fine-tuning the national strategic framework and the monitoring and evaluation framework, and the decentralization process which is underway.  Dr. Binagwaho also presents examples of how umbrella organizations have been effectively used to empower people living with AIDS, and to expand the roles of faith-based-organizations and the private sector in tackling the epidemic.  Finally, she discusses the challenges of using sector-wide mechanisms for coordinating the treatment program and in particular the joint procurement of ARV drugs.
