Halsey Rogers

Halsey Rogers has represented the Bank in SDG negotiations on education, led global research on teacher policies, and co-authored the Bank’s Education Strategy 2020: Learning for All. Rogers has published widely in peer-reviewed journals and advised many governments on teacher effectiveness, service delivery, and aid effectiveness, and he co-authored Growth and Empowerment: Making Development Happen (Oxford). Previously, Rogers served as advisor to former chief economists Joseph Stiglitz and Nicholas Stern and as senior economist in the research department. Prior to joining the Bank, he served with the Council of Economic Advisors at the White House, UC Berkeley, the Indonesian Ministry of Finance (Jakarta), and the Korea Development Institute (Seoul). He holds an AB from Princeton University, an MPP from the Harvard Kennedy School, and a PhD in Economics from UC Berkeley.
Gulmira Kudaiberdieva
Minister of Education and Science of the Kyrgyz Republic
Ms. Kudaiberdieva is he Minister of Education and Science of the KR since December 2016. Prior to this appointment, she was Vice Prime Minister of the KR, Head of the Social Policy Department of President’s Administration, Head of the Commission for Education, Science and Culture under the President of the KR. She has held various jobs with the Office of the Government of the KR, Office of the Parliament of the KR, and Bishkek municipality. Ms. Kudaiberdieva started her career as a teacher in a school in Frunze (currently Bishkek) after graduation from the Russian Language and Literature Pedagogical Institute and the Kyrgyz State University with a Major in law. Ms. Kudaiberdieva holds a Merit Diploma of the Government of the KR. She is a Counsellor of State of the third class.
Akylbek Japarov
Member of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic
Akylbek Japarov is a prominent state and political figure in the Kyrgyz Republic. He is a parliamentarian of the 6th Jogorku Kenesh since October 2015. Prior to that he has been elected to the 2nd and 5th convocations of the Jogorku Kenesh. He has held a number of high government positions including: Minister of Economy and Finance, Minister of Finance, Minister of Economic Development and Trade, and First Vice Prime Minister of the KR. Japarov is a Doctor of Economy, a Distinguished Economist of the KR, Counsellor of State of the second class, Honorary Citizen of Naryn region of the KR. Japarov was awarded by memorable medals “1000 Years of the Manas Epos” and “Sheriktesh”.
Shamsh Kassim-Lakha
Chairman, Board of Trustees, University of Central Asia (UCA)
Dr Shamsh Kassim-Lakha is responsible for leading UCA campuses in Kyrgyzstan, Tajikistan, and Kazakhstan. In 2014, he was appointed Diplomatic Representative of the Aga Khan Development Network to the KR. As Founding President of the Aga Khan University, for nearly three decades Dr Kassim-Lakha led this institution with campuses in Pakistan, Eastern Africa and the UK.
Dr Kassim-Lakha has served in senior positions in the Pakistan government. He was Minister of Education and Minister of Science and Technology in the caretaker government in 2007-8. As Minister of State in 2001-2, he led the task force which recommended higher education reforms in Pakistan, resulting in major structural changes in universities and the creation of the Higher Education Commission. He also chaired the committee which wrote Pakistan’s National Environment Protection Act (1997). The first two decades of his career were with the Aga Khan Fund for Economic Development where he served as Managing Director of Industrial Promotion Services of Pakistan, a company with a work force of 22,000.
Dr Kassim-Lakha has written and published on school and higher education, philanthropy, civil society and management in renowned journals. He is a Senior Distinguished Fellow with the Munk School of Global Affairs, University of Toronto. Dr Kassim-Lakha received his undergraduate education from the South Bank and Westminister Universities (London) and completed graduate studies at the University of Minnesota, USA. He has honorary degrees from McMaster University, Canada and the Aga Khan University. His awards for distinguished service include Sitara-e-Imtiaz and Hilal-e-Imtiaz from the President of Pakistan and Officer of the National Order of Merit from the President of France.
Cholpon Jumashukurov
Senior Managing Partner, Highland Capital
Senior Manager of Highland Capital and FB Capital in Kyrgyzstan since 2014. Previously worked for 5.5 years at Farallon Capital Management in the US investing and managing public and private equity investments in Eastern Europe, the US and South America. Worked for 2.5 years in McKinsey & Co in Russia advising institutional clients in Russia, Ukraine and Kazakhstan. A summer associate at Goldman Sachs in the US. Has an MBA degree from Harvard Business School and a Bachelor’s degree from the American University of Central Asia.
Hideki Mori
Country Manager for Uzbekistan, the World Bank
Mr. Mori has worked in various countries in Europe and Central Asia (ECA), Africa, and Latin America and the Caribbean (LAC). An expert on social assistance and administrative subsystems, he has worked on social protection, labor, and nutrition issues, as well as on knowledge platforms, climate change, and disaster risk management, amongst others.
Prior to his current position, Mr. Mori was the Program Manager for the Rapid Social Response Program at the World Bank. He built and managed a Multi-Donor Trust Fund Program, supervising 176 Technical Assistance tasks and pilot projects in 85 countries, leveraging over US$ 5 billion in IDA funds. He has also led the Young Professional Program within the World Bank, recruiting 35-40 highly talented young people annually. Prior to that, Mr. Mori oversaw Human Development projects in the ECA and LAC regions. Before joining the World Bank in 1993 as a young professional, Mr. Mori was as an Associate Economic Affairs Officer in the Environment and Human Settlements Division, Economic Commission for Latin America and the Caribbean, United Nations. Mr. Mori graduated from the University of Tokyo, Faculty of Agriculture. He holds an M.A. in International Development from the American University and an MBA from Fuqua School of Business, Duke University.
