Second, it revisits the stylized facts about deprivation and poverty in Vietnam, and develops an updated profile of poverty using data from the 2010 Vietnam Household Living Standards Survey (VHLSS) and new qualitative field studies. Therefore the emphasis is not so much on background description as it is on a discussion of the way forward. The current VDR is one in a long series of annual reports addressing the most important development topics of Vietnam. They do so against the backdrop of the Socio-Economic Development Plan, which lays out the government's broad development agenda. The theme of this VDR is natural resources management. The main question that the VDR poses is: how can natural resources be used efficiently to promote robust economic growth and alleviate poverty in a manner that is environmentally and socially sustainable? An examination of that question entails addressing several subthemes that run through the different chapters. The report is organized to address the lead themes of efficiency, environmental sustainability, and equity in sectoral chapters on land, water, forests, marine resources, and mineral resources. The first chapter provides a broad overview connecting the sectoral chapters. A statistical annex provides further data in support of the text. The VDR is the result of a consultative process involving not only development partners but also nongovernmental organizations, academics, researchers, and independent consultants. This VDR focuses on devolution and accountability, two aspects of modern institutions that are the essence of Vietnam's experience in the past two decades. At the risk of over-simplifying, this VDR distinguishes between two types of accountability, upward accountability focusing on compliance with rules, dictates, and instructions coming from within the hierarchy, and downward accountability focusing on the results that the person or body is entrusted to deliver. A person or body concerned with upward accountability emphasizes adherence to rules. Those concerned with downward accountability serve their clients. Both forms of accountability are needed. Vietnam's devolution has shown many positive results. Competition among the provinces is driving them to improve their business environments.
