Isabel Neto


Based in Sydney, Isabel has occupied her current role since July 2017. She works with government counterparts across the region, particularly in Papua New Guinea and Solomon Islands, to provide advice on sector issues, identify needs and priorities for public sector funding, and support preparation and implementation of programs. 

Isabel has experience managing projects in a wide range of areas including access, network rehabilitation and expansion, and improvement of utility performance.

Her experience cuts across sectors, practicing across information and communications technology (ICT) in areas including infrastructure investment, the development of regional and national Public-Private Partnerships (PPPs), rural connectivity, telecom regulation and liberalization, eGovernment and incubation of digital businesses.

Prior to this appointment, she was based in Maputo, Mozambique and Washington D.C., and has worked extensively across Africa but also in Europe, Latin America and South Asia. Before joining the World Bank, Isabel worked for several mobile operators and for the European Space Agency.

Isabel is a graduate of the Technology and Policy Program at the Massachusetts Institute of Technology, USA, and holds a degree in Electrical Engineering from the Technical University of Lisbon, Portugal.
