The Digital Development Toolkits Series aims to help users:

  • Identify challenges and necessary policy and regulatory actions in digital development
  • Analyze potential solutions
  • Provide practical examples from countries that have addressed digital development related matters.

The target audience includes policymakers, regulators, researchers, and other relevant stakeholders in the digital development field, particularly those in developing countries.

The series currently consists of the Broadband Strategies Toolkit, the Cloud Readiness Assessment Toolkit, and the Cross-Sector Infrastructure Sharing Toolkit. Other products will be added to the series on a regular basis.


Broadband Strategies Toolkit

This toolkit highlights the strategic importance of broadband connectivity, and proposes concrete solutions for encouraging broadband development.

The toolkit looks at broadband as an ecosystem consisting of supply and demand components, both of which are equally important in successfully expanding connectivity.

In exploring the challenges and opportunities related to broadband, the toolkit also discusses the policies and strategies that government officials and other stakeholders should consider when developing broadband plans, including: legal and regulatory issues, universal access, and technologies.

Cross-Sector Infrastructure Sharing Toolkit

The Cross-Sector Infrastructure Sharing Toolkit focuses on the joint use of infrastructure by telecommunications network operators and owners of infrastructure developed primarily for purposes other than the provision of public telecommunications services (transport, energy networks, etc.).

The toolkit is intended as a reference guide for all stakeholders interested in harnessing the potential of cross-sector infrastructure sharing to facilitate broadband development: infrastructure owners, broadband access network and wholesale telecommunications network operators, policymakers, lawmakers, regulators, international economic development institutions...

The toolkit touches upon a variety of topics, including the financial advantages and other benefits of infrastructure sharing, the various business models that can be implemented to share infrastructure efficiently, and the strategies for overcoming potential bottlenecks.

Cloud Readiness Assessment Toolkit

The Cloud Readiness Toolkit first provides an extensive review of cloud computing, with detailed explanation of its essential characteristics, service models, deployment models, benefits, risks, migrating applications, and visualization.

The toolkit also offers a readiness assessment framework, which provides countries with a baseline for the deployment of cloud computing. This baseline shows to what extent a government is ready to implement a cloud platform, and provides tailored recommendations based on the gaps identified through the assessment framework. The readiness assessment part consists of a country assessment and an application and infrastructure assessment. Each assessment is comprised of a series of questions that are weighted and scored to produce recommendations for developing and implementing a cloud computing strategy.
