Workshop: Advancing Open Contracting in Moldova

The workshop will focus on building capacity of civil society organizations and state actors to collaborate around procurement monitoring. The World Bank invites interested CSOs to delegate a staff member to participate in this workshop. Participants will be awarded certification from the Public Procurement Agency and the World Bank.

The World Bank is planning to conduct a workshop on Advancing Open Contracting in Moldova, from June 24-25, 2014. The workshop will focus on building capacity of civil society organizations and state actors to collaborate around procurement monitoring. The objectives of the workshop are the following:

  • Increase collaboration among state and civil society organizations in identifying and resolving contracting-related issues;
  • Build capacity and increase the interest of civil society stakeholders in monitoring procurement and contract implementation;
  • Increase openness of government (Public Procurement Agency (PPA) and Ministries) to open up information on procurement and contracts management, and receive and resolve feedback from non-governmental stakeholders like civil society, media, private sector groups and citizens.  


The workshop will also aim to: (i) discuss the existing entry points for multi-stakeholders participation in monitoring contracts; (ii) to transfer knowledge on how to use available procurement data online to create visual representation of datasets; and (iii) to share international and local experiences and tools to monitor public procurement. Emphasis will be put on constructive engagement and how stakeholders can begin to collaborate on open contracting in Moldova.

At the same time the World Bank intends to engage the PPA, e-Government Center and other relevant institutions to assess the existing government procurement information management systems and provide the government with recommendations on how to improve their data management and how to make use of open data to facilitate the development of mobile and web-based applications that will support Civil Society Organizations (CSOs) in monitoring procurement. We hope that this will scale-up the open contracting approach in Moldova and provide important insight into how relevant data systems are structured.       

The World Bank invites interested CSOs to delegate a staff member to participate in this workshop. Participants will be awarded certification from the PPA and the World Bank. In addition, civil society organizations will be encouraged to develop collaborative monitoring project ideas for which there is a potential of receiving grant funds from the World Bank.
