The World Bank Group (WBG) and the Government of Myanmar are currently working on a new Country Partnership Framework (CPF) which will outline the WBG’s support to the government’s development priorities for the next four years.
OBJECTIVE
The objective of these consultations is to seek the views of a wide range of stakeholder groups on Myanmar’s key development challenges and the areas where the WBG should concentrate its support, so that this support has the greatest possible impact in promoting inclusion, sustainable poverty reduction, and shared prosperity in Myanmar.
KEY STAKEHOLDERS
Consultation meetings will be conducted with a wide range of stakeholders, including:
- Government: Union Ministries in Nay Pyi Taw, State/Region governments and Parliament
- Development partners: UN agencies and other multilateral and bilateral organizations
- International and national civil society organizations (CSOs): Advocacy and service-providing organizations and associations, foundations, labor groups, think tanks, academia and research groups
- Private sector: Representatives from the business sector such as the Union of Myanmar Chamber of Commerce and Industry, Myanmar Young Entrepreneurs Association and other relevant trade associations
- People of Myanmar: WBG project beneficiaries, representatives from urban and rural communities, and men and women from a wide diversity of ethnic backgrounds nationwide.
LOCATIONS
Consultation meetings are being planned in Nay Pyi Taw, Yangon, Mandalay, Pathein (Ayeyarwady Region), Taunggyi (Shan State), Hpa an (Kayin State), Mawlamyine (Mon State), Sittwe (Rakhine), and in Chiang Mai, Thailand.
GUIDELINES
Based on discussions with representatives from local and international civil society organizations and on lessons learned from the previous consultations, the following good practices will guide this CPF consultation process:
- Background documents for consultations will be provided at least two weeks in advance of meetings to give stakeholders sufficient time to consider the material.
- Meeting summaries (including a list of participants) will be posted on the CPF consultation website. Summaries will not include attribution and participants names will be made public only upon their consent.
- Background materials, meeting summaries, participant lists, and other documentation will be provided in both English and Myanmar language (and ethnic languages if necessary).
- Simultaneous interpretation in English and Myanmar language (and ethnic languages if necessary) will be provided at consultation meetings.
CONSULTATION FORMAT
- Depending on the location, the format of consultations will either be single- or multi-stakeholder. The events will take place in locations that provide accessibility for people with disabilities.
- To enable participation by a wide range of stakeholders, the consultations will include face-to-face meetings and an online survey.
- The face-to-face meetings will include a mix of plenary and small group presentations and discussions. Simultaneous interpretation will be provided.
- An online consultation platform will be made available to interested stakeholders on the WBG consultation hub. Interested stakeholders can access background materials and the consultation survey questionnaire. - After the consultation meetings have concluded, a summary matrix of comments will be prepared noting feedback/input that has been incorporated into the draft CPF. In cases where feedback/input cannot be incorporated, an explanation will be provided. This summary matrix will be posted on the consultation website.
TIMELINE
The CPF public consultation period will run from November 18 to January 7, 2020.
