This knowledge base deals with the planning of roads and highways. It is geared toward the highway administration, responsible for the main arterial and collector roads, but also is relevant to entities responsible for the local roads. The knowledge base covers the following areas: the planning framework, the planning process and system planning concepts, the multi-year program plan, feasibility and corridor studies, and organizing and managing planning. It excludes the issues of safety, financing and pricing, details of benefit-cost analyses, environmental concerns, and engineering, which are addressed in separate knowledge bases.
