Evaluation of World Bank Support for Client Training

About this Evaluation:

The Independent Evaluation Group (IEG) is an independent unit of the World Bank that reports to the institution’s Executive Board. The IEG is undertaking an evaluation of World Bank support for client training, which is a key component of the Bank’s approach to capacity development. The Bank’s support for client training is extensive – IEG estimates that nearly half of all investment projects over the last decade included significant training activities, representing about $900 million per year in project costs, while the World Bank Institute (WBI) spends as much as $75 million per year on ‘client learning and capacity enhancement’.

The evaluation will consider both project- and WBI-financed training activities and will, using a country perspective, seek to ascertain how these modalities contribute to borrowers’ development objectives and the Bank’s country assistance program. The evaluation will assess the development effectiveness of training activities provided clients using standard IEG evaluation criteria of relevance, efficacy, efficiency, and Bank performance.
