The Africa Fertilizer Policy Toolkit and the companion report
Promoting Fertilizer Use in African Agriculture: Lessons Learned
and Good Practice Guidelines are intended to support better
decision making by those interested in promoting fertilizer use
as a way of stimulating economically efficient, environmentally
friendly, pro-poor growth in agriculture. The discussion topics,
examples, box features, and good practice guidelines have been selected
for their relevance to Sub-Saharan Africa. Readers working in other
developing regions may also find the materials useful.

The Africa Fertilizer Policy Toolkit is targeted at a broad
audience of policy makers, development agency professionals, agribusiness
specialists, researchers, extension agents, farmers, and others
who are interested in promoting fertilizer use in ways that are
technically sound, economically rational, and market friendly. It
does not provide guidance on the amounts of fertilizer that farmers
in specific locations should apply to particular crops. Rather,
it guides the user through a series of structured questions, the
answers to which have important implications for the design of fertilizer
policies and fertilizer market interventions. In addition to providing
practical suggestions tailored for particular contexts, the Toolkit
directs the user to additional readings that may be of interest.
The
Africa Fertilizer Policy Toolkit was prepared by staff and consultants
from the Africa Region (AFR) of the World Bank. Valerie Kelly and
Michael Morris prepared the contents of the Toolkit, drawing extensively
on material taken from the companion report and the associated case
studies. Mirella Hernani designed the Toolkit CD and did the programming. Photographs appearing in the toolkit were obtained from the World Bank Photo Library or provided by the International Fertilizer Development Center (IFDC).
The
Africa Fertilizer Policy Toolkit is one of several outputs of the
Africa Fertilizer Strategy Assessment, a World Bank Analytical and
Advisory Activity (AAA) carried out with financial support from
the U.K. Department for International Development (DFID). Valerie
Kelly's work on the Toolkit was supported in part by the Food Security
III Cooperative Agreement between Michigan State University (MSU)
and the U.S. Agency for International Development (USAID). The Food
Security III Cooperative Agreement is implemented through USAID's
Office of Agriculture and Food Security, Bureau for Economic Growth
and Trade, and through USAID's Office of Sustainable Development
Agriculture, Africa Bureau.
