Statement from Jan-Peter Olters, World Bank Country Manager for Kosovo, on the National Data Center

PRISTINA, April 8, 2013 - In response to a recent article published in "Koha Ditore", the World Bank reiterates that, according to the information available to its project and procurement experts, there have not been any irregularities with the tender process for the National Data Center, reflecting the fact that the tender documents as originally published (see the links from the Public Procurement Regulatory Commission) have specified both price and technical criteria for its ultimate award. The establishment of a National Data Center, which will increase the level of security for all Government databases and support the implementation of the E-Government strategy, is one of the components of the Public Sector Modernization Project. PSMP, a World Bank-financed project executed by the Government of Kosovo, is implemented based on the World Bank procurement rules and procedures, according to which the price does not have to be the only criterion. In this particular case, and in accordance with the issued tender document, other technical requirements have been considered as well when selecting the winning bid.

Based on the bid evaluation report and information received from the Project Implementing Unit, the World Bank has not found any irregularities and thus provided its "No Objection" to the National Data Center to award the contract to the lowest substantially responsive bidder.
