The Parliamentary Strengthening Program (PSP) of the World Bank Institute (WBI), in partnership with the Parliament of Finland and the Parliamentary Center, executed a seminar on the Role of Parliament and PFM in Fragile and Conflict Affected States (FCS), from May 20-23, 2013 in Helsinki, Finland.
The annual global knowledge exchange, which is the cornerstone of the ongoing partnership between the Parliament of Finland and WBI, aims to convene parliamentary leaders to share Finnish and international experience, and identify emerging trends and good practice in parliamentary performance. The knowledge shared during the Helsinki Seminar is intended to guide future parliamentary engagement and informs knowledge product design and development.
This year’s seminar brought together parliamentarians from fragile and conflict-affected countries, namely Afghanistan, Ghana, Liberia, Mozambique, Sierra Leone, South Sudan, Timor-Leste, Uganda, and Zambia, with the objective to: enhance participants’ awareness of some of the challenges to implementing PFM reforms in fragile environments; identify strategies parliaments in fragile states can adopt in order to strengthen Open country systems; and draw linkages between the parliaments and the g7+ inter-governmental process.
