SLPII will scale-up nationwide the effective mechanisms and processes piloted under the first phase in the local communities and governments. The reallocation is necessary to adjust the allocation of funds for consultant services under the project. The costs of staffing the project implementation unit, the Sustainable Livelihoods Program Office (SLPO), come under category six (b). Other consultancy costs fall under category six (a). The fee structure for staff of all project implementation units (PIUs) in Mongolia is governed by the Ministry of Finance (MOF), which in 2011 increased the fee scale for PIU staff in line with increases with public sector salaries and remain competitive with private sector salaries. This was originally budgeted for and therefore additional funds are required under category six (b). MOF initially requested this change by letter of April 1, 2011, though the reallocation was delayed pending the approval and Parliament ratification of the additional financing, which was declared effective on March 19, 2012, and which provides additional funds for consultancy services. Show Less -

The objectives of the Information and Communications Infrastructure (ICT) Development Project for Mongolia are to: (a) significantly increase the coverage and use of relevant ICT services among the rural... Show More + population through an incentive program designed to encourage the participation of private operators in the rural segment of the ICT market; and (b) increase private sector participation in the delivery of e-Government services, thereby improving public sector utilization of ICT. The closing date for grants is proposed to be extended by one year from March 31, 2012 until March 31, 2013 in order to allow for the implementation of the two e-Government applications (Public Key Infrastructure and Certification Authority, or PKI & CA and Portal System) to be completed within the proposed extended closing date in line with the actions agreed with the Government of Mongolia. This extension will have no effect on the achievement of the original project results other than the time delay. This will be the first extension of the project. The extension meets the criteria of OP 13.30, i.e., (a) the project objectives continue to be achievable; (b) the performance of the borrower and project implementing agencies is satisfactory; and (c) the borrower has agreed a specific action plan with the World Bank to complete the project. Show Less -

The second component of the project is particulate matter mitigation in Central Ulaanbaatar. This component has four sub-components as: 1) mitigation of fugitive dust from lack of city greening; 2) mitigation of dust from power plant emissions and ash ponds; 3) district heating feasibility study and knowledge building; and 4) affordable housing policy technical assistance.
