Shaolin Yang

Managing Director and World Bank Group Chief Administrative Officer

As Managing Director and World Bank Group Chief Administrative Officer, Shaolin Yang is responsible for organizational strategy; budget and planning; information technology; shared services; and the Conflict Resolution and Internal Justice System. He leads the development and review of the World Bank Group strategic agenda and oversees the alignment of resources with the corporate strategies. Yang also oversees the Conflict Resolution and Internal Justice System to ensure a robust, fair, transparent and ethical workplace governance and business environment. The Office of the Chief Risk Officer also reports to him for administrative purposes.

Yang has extensive experience and expertise in international development as well as economic and financial cooperation. He served as Director General of the Department of International Economic and Financial Cooperation at the Ministry of Finance of China, in charge of economic and financial cooperation between China and international financial institutions as well as foreign governments. In his position, he played a critical role in the creation of the Asia Infrastructure Investment Bank and the New Development Bank. Prior to this position, Yang served as the Director General of the Department of External Economic Cooperation at China’s Ministry of Finance from November 2013 to October 2014. Previously, he worked in various positions at the Ministry of Finance, responsible for bilateral and multilateral financial and economic cooperation as well as economic policy research.

Yang has served as the Executive Director for China at the World Bank, where he was also the chair of the Committee on Governance and Executive Directors’ Administration Matters, overseeing the development and implementation of a number of corporate governance reforms. Yang has served as the Alternative Executive Director for China at the Asian Development Bank in Manila, the Philippines. Recently, he served concurrently on the Board of Directors for China at both the Asian Infrastructure Investment Bank and the New Development Bank, as well as the Alternate Governor for China at the International Fund for Agricultural Development.

Yang holds a M.A. in economics from the Old Dominion University in Virginia and a B.A. in economics from the University of Maryland. He is married with one daughter.
