Issam Abousleiman is Country Manager of the World Bank for Colombia starting on March 25, 2013.
He will be responsible for continuing the excellent relationship between the Bank and Colombian authorities; coordinating the implementation of the Country Partnership Strategy (CPS) goals ensuring the quality and tailoring of Bank financial, knowledge, and convening services; and guiding, motivating and mentoring a cadre of high performing staff working in the Colombia country office.
Since joining the World Bank in 1989 in the Loan Department, Africa region, he has held various positions. Most recently he managed and led the WB Treasury’s banking and advisory business as Head of Banking Products. He led the team responsible for delivering financial products and services to World Bank clients, developing new financial products, and providing customized financial solutions for emerging market governments and sub-sovereign entities.
He has also led the teams that designed and delivered recent World Bank financial innovations including contingency lending, disaster risk and climate financing, weather derivatives, and other country-tailored financial solutions for funding and managing currency, commodity and interest rate risks. He also assisted policymakers in considering the reforms to establish or strengthen the quality of their debt management and reduce the public finance vulnerability to international financial shocks.
He co-managed the joint World Bank - IMF Roundtable on Financial Crisis and Emerging Market Financing in 2009 and co-led the Regional Study with the office of the Chief Economist for Latin America on “Country Insurance: Reducing Systemic Vulnerability in LAC”.
Before that he worked in several areas including financial management, private sector development, business process reengineering, and system development at the World Bank. His regional experience covers Africa, Asia, Europe, Latin America and the Middle East.
Issam Abousleiman, a Lebanese national, has an MBA in Finance and Investments from the George Washington University and another one from the American University of Beirut. He is also a chartered Financial Analyst from the CFA Institute. He is married with Maria and has three boys.
