This consultancy aims to undertake an analysis of the financing mechanisms available for the tertiary road network in Colombia and to identify and assess a potential bankable structure that could foster private capital participation.The result of this consultancy will map out the available resources for tertiary road network financing; including national and subnational sources; and identify bankable structures for financing at the department level. It will also include a legal/contractual roadmap for the implementation of such structure(s) and a thorough risk analysis.  The services will be delivered through 4 components as follow:- Component 1: Diagnostic of current financing- Component 2: Case study review- Component 3: Bankable structure identification and road map-        -  Component 4: Workshop (Presentation of study results).
