Grant objective
The grant aims to support the Government of Uzbekistan in the operationalization of Uzbekistan’s Solid Waste Management (SWM) sector development strategy. It complements and deepens the World Bank’s engagement on SWM as already provided under the grant linked to the Medium-size Cities Integrated Urban Development Project (MSCIUDP).
- Under Component 1, a comprehensive municipal SWM assessment is being developed. This includes:
- (i) a review of Uzbekistan’s municipal SWM sector in general;
- (ii) a local-level analysis of SWM services in three selected regions (Jizzakh and Sirdarya; Samarkand and Kashkadarya; Surkhandarya) as well as;
- (iii) the preparation of a sector reform plan and regional action plans.
- Component 2 provides strategic advice on operationalization of the national SWM strategy, including appropriate waste treatment solutions in municipal SWM.
Implementation progress
The grant became effective in May 2025, and implementation is progressing well. All programmed deliverables for Component 1 – the National Sector Assessment and Reform Plan, as well as the assessment of the three selected waste zones and respective regional actions plans – have been produced. Together with the client, the Bank team will work on the finalization of Component 1 deliverables and provide targeted support under Component 2. Specifically, the NCECC requested support in revising draft laws on waste management and extended producer’s responsibility, sharing international experience in managing construction and demolition waste.
Next Steps
Once agreed with the client, the Bank team will proceed with implementation of capacity building activities.
