Grant objective
The grant objective was to support the Government of Tajikistan in the preparation of the Dushanbe Sustainable Urban Development Project (DSUDP).
- Component 1 was dedicated to conducting a full GHG accounting of alternative investment options for gas management at a landfill to be financed under the project and also for the operation of SWM collection services.
- Component 2 aimed to increase the resilience of planned solid waste infrastructure, integrating climate and disaster-related considerations into the planning and design of DSUDP sub-projects.
- Component 3 focused on diagnostics and associated capacity-building activities to identify key challenges and potential actions (e.g., specific policy and regulatory reforms).
Implementation
The grant closed on December 31, 2025 with most of the envisioned activities linked to the preparatory work of the DSUDP completed. A detailed GHG accounting model of alternative SWM investment options was developed, a technical assessment of the landfill site identified key climate and seismic risks, and the development of a low-carbon and climate resilience diagnostic for Dushanbe was carried out. Although considerable progress was made, constraints on the overall IDA allocation for Tajikistan led to the decision to drop DSUDP.
