The grant supported the Government of Kazakhstan in promoting low-carbon and resilient development of its regions and cities, and to introduce and mainstream green and resilient infrastructure. In contrast to the other country grants, this grant was linked to a non-lending Advisory Services and Analytics (ASA) assignment (Regional and Agglomerations Development ASA). Component 1 of the grant aimed to establish a diagnostic for green and resilient regional development. Component 2 provided support to the design of green and resilient infrastructure under a potential new lending operation.
The Kazakhstan grant closed on May 29, 2025, having successfully achieved its objectives. Key achievements included the development of a diagnostic assessing climate mitigation and adaptation challenges in selected regions and the advancement of discussions on integrating green and resilient infrastructure into the proposed National Project on Energy and Utilities Sector Modernization. Through engagement with national and local authorities, including representatives from Astana, Almaty Region, and Akmola Region, the grant strengthened the national dialogue on climate-resilient infrastructure investments, aligned support with evolving government priorities, and helped lay the foundation for future World Bank engagement in sustainable urban and regional development.
