The grant supported to the Government of Ukraine in its efforts to develop sustainable housing and municipal infrastructure and services reconstruction strategies and associated World Bank lending projects. The grant was linked to the Housing Repair for People’s Empowerment Project (HOPE) but also informed the Supporting Reconstruction through Smart Fiscal Governance (SURGE) and Strengthening Government Capacity for Fiscal Reform Implementation (STRONG) lending projects.

HOPE contributes to Ukraine’s recovery by increasing households’ access to repaired housing damaged by Russia’s invasion. The project finances the repair and restoration of partially damaged residential units and multi-family buildings while strengthening local capacity to plan, implement, and manage housing recovery and reconstruction efforts. Together, the SURGE and STRONG projects support Ukraine in building the institutional and fiscal foundations needed for climate-smart recovery, reconstruction, and long-term resilience. The projects strengthen public investment management, local public financial management, fiscal governance, and revenue administration while modernizing critical government IT systems, enhancing cybersecurity, improving data governance, and supporting Ukraine’s EU accession and recovery objectives.

The ECA C&CC grant consists of two components. Component 1 focused on housing reconstruction in alignment with EU requirements, including in terms of energy efficiency and overall alignment with EU environment pre-accession and green deal policies. Component 2 advanced the ability of the sub-national system to undertake critical reconstruction, development, and climate-focused activities for municipal services more broadly.

The grant closed on December 31, 2025, having significantly advanced Ukraine’s housing reform agenda. Key highlights included continued support for the development of the Basic Principles Housing Policy Law, contributions to the preparation of Ukraine’s first national housing strategy, strengthened coordination among government and international partners, and the development of analytical tools and planning approaches to help identify reconstruction priorities and improve public investment planning.
