Grant Objective
This grant aimed to assist the Government of North Macedonia in integrating climate-smart and resilience features into a project appraisal system to be piloted under the Sustainable Municipal Development Project (SUMDEP).
- Component 1 supported counterparts in the development of a climate-smart and resilient municipal service investment project (“sub-project”) appraisal system.
- Component 2 included capacity-building measures targeting the Ministry of Finance and selected municipalities. The activities were meant to enable the counterpart to better identify, prioritize, appraise, and implement climate-smart and resilient municipal service investment sub-projects to be financed by SUMDEP and others.
Implementation progress
After strong initial implementation progress, activities were stopped in December 2024 without near-term prospects of resumption due to the disengagement on urban development issues by the new Government of North Macedonia.The substantial part of the activities – the development of a climate-smart and resilient municipal service investment project (“sub-project”) appraisal system and associated tools – was completed.
Next Steps
The North Macedonian country grant was closed at the end of February 2025, with part of the deliverables fully completed but others not further pursued, given that the newly elected government decided not to request a new urban lending operation in December 2024.
