Coalitions for Reforms Global Program

The first part of the seminar focused on research and innovative applications relevant to the C4R approach. Moderated by Arianna Legovini, the panel featured experts who shared findings and perspectives on what makes reforms effective. The discussion highlighted the importance of understanding organizational dynamics, political context, and behavioral factors in designing and implementing reforms. Panelists drew on a range of studies and real-world examples to illustrate how evidence can inform better policy and practice.

The seminar featured a topical expert panel: Dr. Daniel Rogger, Senior Economist at the World Bank’s DIME unit on Governance; Prof. Jonathan Fox, Director of the Accountability Research Center at American University; and Dr. Michael Hallsworth, Chief Behavioral Scientist at the Behavioral Insights Team and lecturer at the University of Pennsylvania.

The second session showcased practical applications of the C4R approach through presentations by World Bank project leaders. Moderated by Paloma Anos Casero, this panel provided concrete examples of how the principles discussed earlier are being implemented in various countries. The speakers shared experiences from their work, demonstrating how the C4R framework supports reforms and policy implementation on the ground. Their stories illustrated the process of translating research and theory into tangible results, helping to achieve sustainable change.

Part 2 of the seminar featured World Bank experts: Ali Halawi and Saki Kumagai, Senior Governance Specialists; Peter Kristensen, Lead Environmental Specialist; and Yanqin Song, Senior Energy Specialist, who shared their practical experiences.
