Understanding Effective Reforms: Insights from the C4R Evidence Seminar

The Coalitions for Reforms (C4R) Global Program hosted a half-day seminar to explore the evidence behind its approach to driving effective reforms and policy implementation. The event brought together World Bank colleagues, development partners, and academics to discuss the latest research and practical experiences in the field of development.

The C4R approach is designed to help navigate complex change by combining insights from political economy, leadership, organizational management, multi-stakeholder engagement, and strategic communications. Seminar participants learned how to use this approach to assess readiness for change, engage stakeholders, develop adaptive management skills, and build the political momentum needed for sustainable reform. Indermit Gill, Chief Economist of the World Bank Group, and Mathieu Cloutier, Senior Economist & Manager of the Coalitions for Reforms Global Program at the World Bank, delivered opening remarks.
