What Are Human Capital Reviews?

Human Capital Reviews (HCRs) are World Bank's analytical products that help countries invest more effectively in people. They offer a comprehensive view of the state of human capital in a country, assess opportunities and challenges in areas key to human capital development, and identify priorities for action. HCRs stand out for their multisectoral, lifecycle approach—showing how investments across health, education, social protection and labor markets combine to build, protect, and use human capital at every stage of life, from early childhood through retirement.

Since the launch of the Human Capital Project (HCP) in 2018, the World Bank has worked with more than 50 countries worldwide on HCRs and related human capital diagnostics. Most HCRs focus on one country, sometimes as part of a larger diagnostic package. A few reports cover multiple countries. To explore the existing HCRs and related human capital diagnostics, hover over the clickable map below. Download the Country Briefs (updated October 2025) that put Human Capital Index (HCI) country data in perspective with Human Capital Complementary Indicators (HCCIs) and specialized Excel files that include detailed data, sources, and methods. These files are available for 215 countries with sufficient data to calculate an HCI value in September 2020. The Human Capital Umbrella Trust Fund Program, launched in 2019 with support from the Gates Foundation and the Government of Canada, it catalyzes investments in people through a comprehensive, evidence-based approach. 

The Umbrella Program shapes World Bank operations to deliver impacts at scale. Since its inception, activities funded by the Umbrella Program have informed 29 World Bank-financed operations, totaling more than $8.5 billion in lending. Aligned with the objectives of the Human Capital Project – a global program that comprises 95 member economies committed to  building, protecting, and utilizing human capital – it operates through three pillars: knowledge, evidence, and measurement; country engagement; and global engagement.
