This QII grant supports Lebanon’s Ministry of State for Administrative Reform in designing a PPP to establish a geographically distributed, fully redundant Tier III data center cluster with a government community cloud platform for interministerial use. It will also deliver a migration roadmap for transitioning government data and digital systems to the cloud.

This grant supports the design and early implementation of cross-border digital infrastructure across the Western Africa Regional Digital Integration Program's second phase and other Western and Central Africa country operations, by embedding principles of economic efficiency and resilience into scalable, interoperable investments that will deliver improved connectivity, cyber resilience, and artificial intelligence-driven services to over 55 million people. Through dedicated technical expertise and funding, the QII grant enables the piloting of advanced solutions — including cybersecurity mutualization, multi-cloud integration, and artificial intelligence governance frameworks — that strengthen the credibility and preparedness of digital projects in Western Africa, Togo, and Côte d'Ivoire, while driving innovation tailored to Francophone Africa's unique challenges.

This grant will provide specialized technical assistance to support the preparation of the BRIDGE project, helping Nigeria establish a credible special purpose vehicle (SPV) for broadband infrastructure deployment. QII's support will focus on key areas such as due diligence, governance standards, and building investor confidence to attract reputable private sector partners into the SPV.

Technical Assistance Type: Analytical Work Grant

QII analytical support will be used to produce a research report establishing causal links and economic multipliers between broadband investment and development outcomes, to be disseminated across the World Bank, multilateral agencies, academia, and the public and private sectors. This work is especially timely given that roughly half of the Digital Vice Presidential Unit's lending portfolio focuses on connectivity, and as emerging priorities like digital skills, cybersecurity, and AI continue to raise the stakes around reliable, high-speed internet access.

This grant will enhance the Senegal Digital Economy Acceleration Project (PAENS) by providing specialized technical assistance that ensures the sustainability, security, and governance of digital infrastructure investments. While PAENS focuses on expanding broadband connectivity and digital public services, it does not include in-depth technical assessments, policy frameworks, or implementation roadmaps for data infrastructure, cybersecurity, and digital ID interoperability, gaps that this grant will fill.

The Angola Digital Acceleration Project (PADA) faces critical gaps in cybersecurity, data protection, climate resilience, and digital inclusion that a QII grant will address by helping the Government of Angola adopt a privacy- and security-first, whole-of-government approach to building inclusive and resilient digital public infrastructure. QII support will deliver targeted technical assistance including policy notes, roadmaps, and South-South knowledge exchanges to shape the quality and inclusiveness of future investments, with knowledge products packaged for dissemination across Lusophone Africa and global platforms.
