The World Bank's Sustainable Urban and Regional Development Program (SURGE) is a global umbrella program that supports developing countries to foster green, resilient and inclusive urban and regional development. This annual report highlights the progress and results that SURGE achieved during its financial year of July 2024–June 2025 (FY25). The report presents the cumulative results achieved by SURGE from its inception to the end of FY25, as well as an overview of the activities executed, the achievements and next steps of its six trust funds. It concludes with a financial overview and expected priorities for FY26.

About the Program

SURGE is an umbrella multi-donor trust fund, administered by the World Bank, that aims to enable cities and regions in developing countries to function as drives of sustainable and inclusive economic development.
