
Overall Context
Launched in 2025, the Tajikistan Urban Nexus Technical Assistance (TURN) supports national agencies and municipalities in strengthening planning, financing, and operations to address urbanization and climate change challenges. Component 1 focuses on enhancing urban planning and financing frameworks by improving understanding of spatial development trends and integrating climate considerations into national and local strategies, while Component 2 advances operational capacity for the implementation, operation, and management of resilient infrastructure and public assets.
Through targeted technical assistance, policy advice, and capacity development, the Program contributes to the Government of Tajikistan’s 2016–2030 National Development Strategy (NDS) by supporting risk-informed investment planning, strengthening the enabling environment, and addressing capacity gaps at both municipal and national levels. By fostering dialogue and promoting multisectoral approaches, the initiative helps Tajik cities shift from fragmented planning toward coordinated, resilient, and sustainable urban development.
The TURN program is in its initial implementation phase focused on establishing analytical foundations and deepening stakeholder engagement. During the first six months, the team (i) finalized a Concept Note for a 15-month analytical program on urban planning, municipal finance, and climate adaptation, (ii) secured the commitment of the three key national committees, and (iii) conducted a regional field mission to Kulob, Bokhtar, Khujand, and Dushanbe. These engagements highlighted pressing challenges in service delivery, infrastructure investment, and climate risk management, and the preliminary analytical work started building the evidence base for future policy and investment decisions.
