
Overall Context
Launched in 2021 by the World Bank and SECO, the Green, Livable, Resilient Cities in Serbia (GLRC) program supports national and local governments in advancing sustainable, resilient urban development through technical assistance, analytical work, and policy dialogue. Component 1 focuses on building local governments’ capacity to plan and implement climate-aware urban strategies and investments, while Component 2 delivers national-level analytics, supports the Sustainable Urban Development Strategy (SUDS), and fosters policy dialogue through knowledge sharing and networking.
Prior to FY25, the GLRC program had strengthened its position as a key driver of sustainable urban development in Serbia, combining local and national interventions to advance green, livable, and resilient cities. At the local level, it significantly enhanced municipal capacities to plan, prepare, and implement impactful city-level investments through improved urban strategies, targeted technical assistance, and peer-to-peer knowledge exchange. At the national level, it bolstered policymakers’ ability to advance the SUDS agenda, delivering analytical work, fostering collaboration across sectors, and creating platforms for knowledge sharing and coordinated action.
