The Rwanda Climate Adaptation and Enhanced Resilience Program (henceforward referred to as Program) under the SURGE Umbrella supports wetland restoration and storm flood protection activities in a manner that promotes inclusive and sustainable development. It is an integral part of the World Bank-financed Second Rwanda Urban Development Project (RUDP-II), which aims to improve access to basic services, enhance resilience, and strengthen urban planning and management in Kigali and six secondary cities. The RUDP-II design recognizes that cities and environment are interconnected, and that a comprehensive approach to sustainable urbanization, flood risk management, and wetland restoration are needed to enhance resilience.
The Program is financed by Denmark’s Royal Ministry of Foreign Affairs through an initial DKK 38 million contribution in 2024 and a second Danish contribution of DKK 40 million in 2025. As part of the SURGE Umbrella, the Danish contribution is used to provide a $10 million grant to the Government of Rwanda (GoR) and related World Bank implementation support. The grant to the GoR is processed as Additional Financing (AF) to RUDP-II and it supports activities under Subcomponent 1b: Evidence-based, sustainable wetland management, flood risk management and greenhouse gas monitoring. The AF is critical to ensure that the wetland rehabilitation works under Subcomponent 1b can be completed. It will allow the GoR to cover a major funding gap to implement the rehabilitation designs and bring to fruition the comprehensive wetland rehabilitation plan that the GoR has developed in concert with development partners.
