
Overall Context
To help municipalities in Peru strengthen their municipal finances, the Strengthening Urban Cadasters for Urban Governance in Peru program was launched in 2020 to enhance national and municipal governments’ capacity to improve territorial management and institutional urban governance by leveraging urban cadasters and related urban management instruments. The Program contributes to improving urban planning and cadasters which will have an impact in Peru’s economic growth, social inclusion, and sustainable development.
- Component 1 seeks to design the technical groundwork for the adoption of the Land Administration Domain Model (LADM).
- Component 2 focuses on assessing the capacity of municipalities and relevant agencies and expanding capacity-building activities.
- Component 3 aims to strengthen local capacity for the use of cadastral information and Land Value Capture (LVC) instruments.
To date, the program has made notable progress across all components. Under Component 1, it advanced the implementation of the LADM urban standard by supporting the Ministry of Housing, Construction, and Sanitation (MVCS) in adapting the standard to operational use, aligning key cadastral processes, and integrating municipal procedures into the National Urban Cadaster Information System (SICUN) to improve data management and interoperability. It fostered cross-sector coordination with national agencies, secured progress toward national endorsement of the standard, and delivered guidelines for phased implementation in 22 priority districts. Component 2 strengthened institutional capacity by formalizing MVCS’s leadership role, proposing organizational
reforms for the MVCS and the Agency for Property Formalization (COFOPRI), and outlining a municipal capacity building strategy. Under Component 3, the program supported the development of regulations for the Urban Sustainable Development Law, improved land management and LVC frameworks, introduced a new building valuation method, launched pilot valuation projects with the Ministry of Economy and Finance (MEF), as well as the conceptual design of an urban operation including land management and LVC instruments.
