
Overall context
Through this program, the Swiss State Secretariat for Economic Affairs (SECO) and the World Bank aim to support Indonesian cities in making informed decisions, adopting multi-sectoral approaches, and finding financial solutions for urban challenges. The program uses a multidimensional approach to address urban challenges, covering multiple sectoral aspects, including city planning, water, transportation, disaster resilience, and financial solutions. The Indonesia Sustainable Urbanization – Phase II (IDSUN-II) was launched in 2023 under the SURGE Umbrella Program, building on the success of phase I. IDSUN-II aims to strengthen the capacity of Indonesian cities to make evidence-based decisions, adopt multisectoral approaches, and identify appropriate financing solutions for sustainable, resilient infrastructure investments.
The program consists of six key components.
- Component 1 focuses on supporting integrated city planning and urban transformation investments.
- Component 2 helps subnational governments (SNGs) expand access to urban infrastructure financing.
- Component 3 enhances government capacities for inclusive, multi-hazard disaster resilience.
- Component 4 strengthens water utilities to improve the provision of safe drinking water services
- Component 5 provides technical assistance for sustainable urban mobility solutions to national and subnational agencies.
- Component 6 facilitates knowledge exchange and the development of products to advance sustainable urban development in Indonesia.
Prior to FY25, the IDSUN-II program had consolidated its role as a catalyst for sustainable and resilient urban development in Indonesia, combining national-level policy support with targeted local interventions. At the local level, it strengthened municipal capacities in ten cities to plan, finance, and implement transformative investments through advanced spatial analytics, tailored technical assistance, and integrated planning frameworks. These efforts informed critical water, sanitation, flood risk management, and urban mobility initiatives, mobilizing additional resources and accelerating project readiness.
At the national level, the program influenced ten regulations and plans, supported the preparation of four major investment projects, and advanced cross-sectoral policy reforms in areas such as urban transport, infrastructure financing, and metropolitan governance. Through analytical work, capacity building, and multi-stakeholder knowledge exchanges, IDSUN-II created platforms for evidence-based decision-making, fostered collaboration across government levels, and positioned sustainable urban transformation as a priority in Indonesia’s medium- and long-term development agenda.
