The Partnership Council (PC) is comprised of the Bank, Donors and in some cases, other relevant stakeholders. All Donors contributing to TF(s) within SSI4ALL participate in the Partnership Council meetings, typically with one representative per Donor organization/legal entity so that the number of participants in PC meetings remain manageable. The Bank, in consultation with the PC members, may invite additional Donor representatives to join PC meetings to enable Donors to bring relevant subject matter experts and/or concerned staff from both Headquarters and relevant field offices, as appropriate. The PC is informed of all its members and any changes to its membership to ensure openness and transparency.
The Global Director of the managing Business Unit, or his/her designee, will serve as Chair of the PC and will convene its meetings. The role of the PC Chair is to preside over the meetings of the PC, facilitate participation and dialogue in meeting discussions and to facilitate consensus. The Chair may invite technical experts or other stakeholders to join the meeting in a non-decision-making capacity, in consultation with the PC, on an as needed basis. Invitations to technical experts or other stakeholders are considered on a case-by-case basis taking into consideration potential conflicts of interest and other risks.
The Umbrella Program Management Team organizes meetings of the PC and prepares and submits the annual work plan(s) and budget(s) for endorsement by the Donors to the relevant TF. The Umbrella Program Management Team also prepares and submits progress reports for review by the PC. Financial reports are available to Donors online through the Development Partner Center.
